- Notice of Intent to Award a Sole Source Contract The Department of Energy's (DOE), Office of Legacy Management (LM) has a requirement for immediate support to permanently withdraw and ship all record holdings from the Recall Total Information Management (Recall) records storage facility in Las Vegas, NV to the LM Business Center in Morgantown, WV and to the Hillshire office complex in Las Vegas, NV. Recall will permanently withdraw, palletize, stretch wrap, transport, and ship the records stored at the Recall facility. The scope of this effort is due to the transfer of long-term surveillance responsibilities of the Yucca Mountain Nuclear Repository Project from the Office of Civilian Radioactive Waste Management (RW) to LM. The Government intends to award a sole source firm fixed price contract to Recall to satisfy this requirement. The period of performance for this award will be for six (7) months. Recall is uniquely qualified to support LM in providing these services due to its access to records at its facility and its ability to immediately prepare the records for permanent withdrawal to DOE sites. The final withdrawal of the records was intended to be accomplished through the previous award; however, due to the cancellation of the Yucca Mountain Nuclear Repository Project, the records management withdrawal was not completed. No other company has immediate access to the government records and is prepared to immediately transport these files to DOE sites. Due to the fact that the records are currently stored at the Recall facility and the withdrawal of the records is the final transaction for this project, it is in the best interests of the Government to have Recall provide the services. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit a capability statement by March 14, 2011 at 8:00am local prevailing time (Washington, D.C.) via e-mail to matthew.parker@hq.doe.gov. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and past performance client information for similar work. Questions regarding this notice are to be submitted via email to matthew.parker@hq.doe.gov by March 4, 2011 at 8:00am local prevailing time (Washington, D.C.). Questions received after this date and time will not be addressed. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
