- It is the intent of the Mission Installation Contracting Command (MICC) Fort Leavenworth, KS to contract for a variety of mission support services for the TRADOC Analysis Center (TRAC), Fort Leavenworth, KS and its supported activities at other U.S. locations. The TRADOC Analysis Center (TRAC) is the principal operations research activity for TRADOC and conducts analyses and studies that provide senior decision-makers with information necessary to make decisions regarding proposed concepts, requirements, and programs. This is accomplished by supporting leaders and soldiers with operations analyses, experimentation, war fighting scenarios, combat modeling and simulations, operational effectiveness analysis, and planning and decision aids. In providing this support, TRAC develops, manages, operates, and maintains the analytic support infrastructure (tools, scenarios, data, and simulations) to enable analysis of Army combined arms operations in a joint and coalition context. There are seven (7) major functional areas, each of which provides development and delivery of products and support services to facilitate mission execution. The seven (7) specified functional areas are: (1) Studies and Analysis; (2) Research; (3) Scenario; (4) Model, Methods, and Tools Development; (5) Current Operations Support; (6) Data Management; and (7) Organizational Support. The procurement will be solicited on a 100% Total Small Business Set-Aside basis, under NAICS code 541690 ($7.0M size standard). All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov and must have completed the Online Representations and Certifications Application (ORCA). The Government contemplates awarding a minimum of four (4) Multiple Awards of Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts with Firm-Fixed Price (FFP) Task Orders, but reserves the right to award more or less contracts depending on what is determined to be in the best interest of the Government. All requirements, evaluation criteria, basis for contract award and proposal due date will be provided as part of the solicitation. The period of performance will be a Base period of one (1) year with four (4) one-year option periods. REMINDER: This is not a Request for Proposal; only a Presolicitation Notice. The Government anticipates a solicitation release date before or after March 17, 2011 through Federal Business Opportunities (FedBizOps) website. All interested parties shall respond to that announcement once it is published.
