- PRE-SOLICITATION NOTICE Description: The Department of Veterans Affairs, National Energy Business Center (VA NEBC), 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131 anticipates soliciting offers and subsequently awarding a contract for the design and construction services necessary to install an E85 Fueling Station at the following three (3) locations: 1)Lake City VA Medical Center, located at 619 S. Marion Avenue, Lake City, FL 32025 2)Bay Pines VA Health Care System, located at 10,000 Bay Pines Blvd, Bay Pines, FL, 33744 3)Malcom Randall VA Medical Center, located at 1601 S.W. Archer Road, Gainesville, FL 32608. The solicitation will be issued as a "Request For Proposal" (RFP) conducted in accordance with FAR Parts 15, 19 and 36 and be evaluated in accordance with the procedures therein. The solicitation will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). The applicable NAICS code is 236220 with a size standard of $33.5 million. SDVSOBs must be registered and verified in the vetbiz.gov VIP database in order to be eligible for an award under an SDVOSB set-aside. The solicitation will be issued on or about March 15, 2011 and proposals will be due on or about April 27, 2011 at 4:00PM (EST), at 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131. The Government intends to award a firm-fixed-price contract. The period of performance is 210 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $800,000.00 and $1,200,000.00. The point of contact is Andy Neiss, who can be reached by email at andy.neiss@va.gov. The VA NEBC reserves the right to use only FBO, via the internet, to provide notification of any amendments to this RFP.
