- RFQ #DTPH56-11-Q-000005 This announcement is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; PHMSA is requesting quotes and a written solicitation will not be issued. The solicitation number DTPH56-11-Q-000005 is issued as a request for quotation (RFQ). The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2005-37. The applicable NAICS code is 541990 and this requirement is set aside for small businesses. The Government intends to issue a Purchase Order in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisitions Procedures. The services to be acquired under this RFQ consist of four 5-Day Root Cause Analysis/Incident Investigation Training and Qualification Courses for the Office of Inspector Training Qualifications. Prospective offerors are responsible for downloading the solicitation and any amendments from FedBizOpps.Gov. The Government may award a contract without discussions if the Contracting Officer determines that the initial offer provides the Best Value and discussions are not necessary.
