Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to competitively procure the use of a non-DoD airfield by the U.S. Navy to provide additional Field Carrier Landing Practice (FCLP) capacity as a near-term, interim measure for E-2/C-2 squadrons home based at, or transient to, Naval Station (NS) Norfolk Chambers Field, Norfolk, Virginia. The proposed action is needed to address periodic FCLP capacity shortfalls at NALF Fentress, Chesapeake, Virginia. As the only Navy Auxiliary Landing Field (NALF) that singularly supports two major naval air facilities, NALF Fentress is unable to support FCLP requirements under all conditions. The result is that FCLP is routinely conducted at NALF Fentress during late-night, early morning hours (from 10:00 p.m. to 7:00 a.m.). As capacity is reached, training must either be conducted at NAS Oceana (which is not fully outfitted for FCLP operations) or at airfields outside the local area. These actions result in an increase in community impacts and training costs, and further impacts to training requirements. Furthermore, NALF Fentress is scheduled to temporarily close in April 2012 for twelve months to undergo extensive renovations as part of a military construction project to upgrade the airfield facilities, during which time NALF Fentress will be unavailable for all flight training. The Navy intends this RFP to result in the acquisition of the right to use a non-DoD airfield for the stated purpose. The right will be prescribed in a use agreement that the Navy will subsequently enter into with the successful Offeror.
