Description
This notice serves as a presolicitation notice / procurement synopsis for the High-Speed Anti-Radiation (HARM) Targeting System (HTS) Factory Test Equipment Upgrade. The Armament Directorate (AAC/EB), Lethal SEAD/DEAD Branch (EBAS) intends to award a sole source contract to Raytheon Company, Missile Systems Division, 1151 E. Hermans Rd, Tucson, AZ 85706-9367. This effort is to upgrade three Functional Assembly Test Stations (FATS) using modern hardware to continue providing depot support for the life cycle of the HTS pod. This pre-solicitation notice covers all CLINs under the proposed contract. HTS Factory Test Equipment Upgrade is anticipated to be Cost-Plus-Incentive Fee (CPIF) type contract. The contract award is planned in April 2011 with a 12-18 month period of performance. The estimated value of this contract is $4.5M. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (a) (2) (iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Upgrading the Functional Assembly Test Stations is comprised of designing, building, integrating software, and proving-in of the stations. The software integration is HTS specific for repair and production. HTS uses unique testing procedures, including anechoic chamber tests that must be fully integrated with HTS testing software. The combination of identifying obsolete parts, designing a FATS with modern hardware, building to the design, fully integrating existing HTS capability, and proving-in the completed test stations is something that cannot be accomplished by another source without an extensive amount of resources and time. Consequently, fixing the FATS obsolescence issues require substantial initial investment and an extended period of preparation for upgrade/integration. Negotiations are expected to begin in late March 2011. The NAICS Code/Size standard is 811219/$19M.
