- 1. THIS IS A REQUEST FOR INFORMATION (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veterans Affairs is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.The Department of Veterans Affairs (VA) is seeking information relating to the procurement of a Laboratory Information Management Systems (LIMS) to support the National VA Deoxyribonucleic Acid (DNA) Repository located at the Boston VA Healthcare System (VAHCS) Massachusetts Veteran Epidemiology Research and Information Center (MAVERIC). For project planning and information gathering, a Draft Performance Work Statement that defines the scope of the functional, interface and operational requirements is provided by attachment herewith. 3.We are seeking information on vendors capable of providing an existing Commercial-off-the-shelf (COTS) LIMS, or COTS LIMS that could meet the draft PWS requirements with minor modifications to satisfy the requirements outlined in the attached draft PWS. 4.Interested vendors are requested to provide a capability statement describing their capabilities in relation to the requirements outlined herein. Responses should include information on any applicable Federal Government Contracting Vehicles and related schedules accessible by the Department of Veterans Affairs that could be utilized to satisfy the requirement. Interested vendors are also requested to provide information on any existing (or modified) Commercial Off-the-Shelf products that could satisfy the requirements outlined in the attached draft PWS. Responses should also include a Rough Order of Magnitude (ROM) price estimate. 5.Responses should not exceed 15 pages and include point of contact information. 6. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. 7.FAX responses are not acceptable. Vendors must respond by e-mail to Elizabeth.dean2@va.gov no later than 12:00 pm on March 9, 2011. E-mail responses must include "LIMS RFI" in the subject line with your company name. 8. All submissions become Government property and will not be returned.
