- Specification The United States coast guard surface forces Logistics Center, Contracting and Procurement branch 2 IBCT Product Line intends to issue a Commercial Request for Quote for Engine Overhaul Repairs for the Coast Guard Cutters: WILLIAM TATE (WLM-560) Home port Philadelphia, PA; BARBARA MADRITY (WLM-559), Home port Mobile AL; MARIA BRAY (WLM-562), Home port Atlantic Beach FL; HARRY CLAIBORNE (WLM-561), Home Port Galveston TX; IDA LEWIS (WLM-551) Home port Newport RI. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1000 employees. The simplified acquisition will be issued as a Best Value for Quote (RFQ) on or about February 28, 2011. The RFQ will be issued via the Federal business Opportunity (FEDBIZOPPS) website at www.fbo.gov. This requirement will be evaluated using price and past performance as an evaluation factors. Hard copies of the specificatihn and soliciatation will not be issued. It is incumbent upon the contractors to monitor the FEDBIZOPPS website for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automaic notification service. THE ACQUISITION WILL BE SOLICITED AS A TOTAL SMALL BUSINESS SET-ASIDE. Appicable drawings are availabel via email to contractors upon request not later than three (3) days from the solicitation issuance. The performance period will be twenty based following Cutters Avaliablity dates and completion time: WILLIMA TATE (WLM-560) avalible March 21, 2011 completed eighteen days (18) after vessel becomes avalible:USCGC BARBARA MABRITY (WLM-559) available: April 18, 2011 completed forty-three days (43) after vessel becomes available; USCGC MARIE BRAY (WLM-562) available: May 9, 2011 completed thirty-three days (33) after vessel becomes available; USCGC HARRY CLAIBORNE (WLM-561) available: May 23, 2011 completed twenty days (20) after vessel becomes available; USCGC IDA LEWIS (WLB-551) available: May 23, 2011 completed forty days (40) after vessel becomes available. DESCRIPTION OF WORK USCGC WILLIAM TATE (WLM-560): Contractor will provide all parts, equipment, and special tools to perform all the work. Technical representative(s) will perform a Center Section Overhaul on one (1) Model 3406 Caterpillar Ship Service Diesel Generator in accordance with attached specification. Technical representatives will verify with ships force prior to and following completion of overhaul the proper operation of the Generator. USCGC BARBARA MABRITY (WLM-559): Contractor will provide all parts, equipment, and special tools to perform all the work. Technical representative(s) will perform a Top End Overhaul on two (2) Model 3508 Caterpillar Marine Diesel Engines and Center Section overhauls on three (3) Model 3406 Caterpillar Ship Service Diesel Generators in accordance with attached specification. Technical representative(s) will verify with ships force prior to and following completion of overhauls the proper operation of the Marine Diesel Engines and Ships Service Diesel Generators. USCGC MARIA BRAY (WLM-562): Contractor will provide all parts, equipment, and special tools to perform all the work. Technical representative(s) will perform a Center Section Overhaul on two (2) Model 3406 Caterpillar Ship Service Diesel Generators in accordance with attached specification. Technical representative(s) will verify with ships force prior to and following completion of overhaul the proper operation of Ships Service Diesel Generators. USCGC HARRY CLAIBORNE (WLM-561): Contractor will provide all parts, equipment, and special tools to perform all the work. Technical representative(s) will perform a Center Section Overhaul on one (1) Model 3406 Caterpillar Ship Service Diesel Generator and Top End Overhauls on two (2) Model 3508 Caterpillar Marine Diesel Engines in accordance with attached specification. Technical representative(s) will verify with ships force prior to and following completion of overhauls the proper operation of the Ship Service Generator and Marine Diesel Engines. USCGC IDA LEWIS (WLM-551): Contractor will provide all parts, equipment and special tools to perform all the work. Technical representative(s) will perform a Top End Overhaul on two (2) Model 3508 Caterpillar Marine Diesel Engines and a Center Section Overhaul on three (3) Model 3406 Caterpillar Ship Service Diesel Generators in accordance with the attached specification. CERTIFICATIONS Technical Representatives shall be certified by Caterpillar to perform the above stated work. Additionally, all welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory coed performance qualification procedures.
