Description
The North Eastern Acquistion Team plans to award an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract for professional surveying services for landline surveying on or near the White Mountain National Forest, located in New Hampshire and Maine. The work will include: surveying to establish, retrace, mark, post and/or rehabilitate National Forest or Forest Legacy Program property and/or easement boundaries, including monumentation and/or perpetuation of property and controlling corners; and may also include rural boundary and right-of-way surveys for description, topographic surveys, geodetic control, mapping and other incidental work normally associated with the survey profession. The work may also include site surveys. To be eligible for contract award, a firm must be registered with Professional Surveyors licenses in the states where the work will be conducted. Over the total life of the contract, the Government will guarantee to purchase a dollar amount of $5,000 minimum $200,000 maximum. There is no minimum yearly guarantee outside those stated above. This is a 100% Total Small Business Set Aside. Evaluation Factors: (1) Professional qualifications necessary for satisfactory performance of required services. Your firm's Registered Professional Surveyors' experience in rural boundary surveys and property line marking. Indicate anticipated level of involvement of each RPS on this project. (2) Specialized experience and technical competence in the type of work required. Show years of experience and number of miles in rural boundary surveys and property line marking of the key personnel that will be assigned to the project. Include an outline of field and office procedures. (3) Capacity of the firm to provide the required services in the required time. List your firm's equipment, personnel available, and procedures used to ensure reasonable deadlines are met. Include any proposed subcontractor and specify what duties they would perform. (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Referenced projects that are similar in scope to rural boundary surveys and property line marking. A firm with no past performance (ie: newly formed) will be rated neutral for past performance. (5) Proximity of the firm to local project area, and knowledge of the locality of the project. Indicate where your nearest office is in relation to the project area. If not within 50 mile radius of the Forest, indicate how you plan to provide service in a cost-effective manner. Indicate your firm's knowledge of local survey practices, records research and the approach you have used on previous surveys to resolve problems resulting from conflicting title or physical evidence. Submit a sample surveyor's report accompanied by a plat (suitable for filing in the public record), which identifies a boundary conflict and provides an appropriate solution or conclusion. Location - Grafton, Carroll, Coos Counties in New Hampshire. Oxford County in Maine. Qualified Firms desiring consideration shall submit a current SF-330 (Architect-Engineer Qualifications, Parts I & II), addressing the above mentioned evaluation factors. Factors 1, 2 & 3 are of relatively equal importance, but only half the importance of criteria 4 and 5. Submit one original and 3 copies to North Eastern Acquisition Team, Attn: Melissa Conn, 4 Farm Colony Drive, Warren, PA 16365 by the due date. No faxed, electronic, telegraphic, or telephonic submittals will be accepted. The Forest Service intends to offer a formal solicitation and enter into negotiations with the highest rated technical offer. If a mutually agreed to contract price cannot be reached, the Contracting Officer will hold negotiations with the second highest technically rated offeror, etc. To be eligible for consideration, a firm must be registered in both the Central Contractor Registry database (www.ccr.gov) and the Online Representations and Certifications database (http://orca.bpn.gov) prior to submitting their SF330.
