ACF CRFI Response Templete ISR: Analysis, Correlation and Fusion (ACF) Intelligence Material Solutions Technology Search Solicitation Number: ISR Analysis, Correlation and Fusion_Intelligence_Material_Solutions_Technology_Search Agency: Department of the Air Force Office: Air Force Materiel Command Location: ESC - Electronic Systems Center Solicitation Number: ISR Analysis, Correlation and Fusion Intelligence_Material_Solutions_Technology_Search Notice Type: Special Notice Synopsis: Added: Feb 22, 2011 TITLE: ISR Analysis, Correlation and Fusion (ACF) Intelligence Material Solutions Technology Search DESCRIPTION: The Electronic Systems Center (ESC) Capabilities Planning Division (XRX) is conducting market research to identify and examine technologies and potential system solutions available to provide Analysis, Correlation and Fusion capabilities to the USAF in the near- and mid-term (current and next Fiscal Year Defense Plans). These capabilities are for use by USAF forces employed in operations worldwide. This Capability Request for Information (CRFI) will support requirements generation and refinement, Joint Capability Integration and Development System (JCIDS) document development, and potential inputs to the Air Force Program Objective Memorandum process and the USAF Intelligence, Surveillance, and Reconnaissance (ISR) Flight Plan This request for information is for planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation the Government is conducting Market Research. This Market Research is for information and planning purposes only. Before submitting any information to the Government, be advised that the Government does not intend to pay for the information you provide. Your responses will be treated as information only. Submission of Proprietary Information Caution: The government appreciates that interested firms may not be able to respond to this CRFI without disclosing information deemed "proprietary". Data submitted in response to this CRFI will be widely distributed and discussed within the government. It is the responsibility of Respondents to clearly mark submitted information with appropriate restrictive markings. Respondents are further advised that the government's analyses of your responses may require disclosure of your responses to Advisory and Assistance Services support contractor personnel. All members of the government/contractor team will be reminded of their obligation to protect such information to the maximum extent permitted or required and other applicable statutes or regulations. In addition, Government members will be reminded of their obligations to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. All support contractor members are required to protect the information by the terms of their contracts. The Government has also determined that the support contractor personnel have no organizational conflicts of interest that could adversely affect protection of the information APPROACH: This CRFI is being issued to identify and examine technologies and potential system solutions available to provide Analysis, Correlation and Fusion capabilities to the USAF in the near- and/or mid-term (current and next Fiscal Year Defense Plans). These capabilities are for use by USAF forces employed during operations in a wide range of environmental conditions. USAF is interested in Analysis, Correlation and Fusion material solution concepts for potential fielding that are applicable to the following generic areas: - Accessing, Fusing and using data across Security Domains in support of analysis - Correlating Data from Multiple Sources/Domains to support Combat Identification - Automated and semi-automated development of Intelligence preparation of the Operational Environment decision aids and local databases - Developing a Fused, Unambiguous, Correlated Electronic order of Battle that's Updated every 12 hours - Tailored Intelligence to Support the Electronic Warfare Integrated Reprogramming Database - Ability to Assess Integrated Air Defense Systems - Fusion Tools to Support Predictive Battlespace Awareness - Providing Joint/Coalition Forces with Timely, Fused Intelligence from Distributed Common Ground Station - Implement of common data formats necessary to make all Intelligence, Surveillance and Reconnaissance generated data, making it Discoverable and accessible - Current Threat Signature Resources to Satisfy Demands from Warfighters, Sensor/Weapon System Acquisition and R&D Consumers - Integrating Raw/Exploited Imagery and Textual Reports with the Common Operation Picture Respondents are encouraged to provide responses that are applicable to individual or multiples of the above listed focus areas. It is left to the respondents' discretion whether to provide a response involving existing (fielded or "ready" to field), new (in development or conceptual), or a combination of each. The goal of this CRFI is to identify new or existing technology concepts that can address emerging operational needs and provide the desired capability and capacity. Wherever possible and practical, the utilization of open, digital, modular, scalable, sustainable and common architectures is encouraged to enable such technology to be used on multiple aircraft types and with multiple system interfaces. The capability needs to be addressed by this CRFI are in some cases challenging. The Air Force is looking to industry to identify solution concepts that address the full range of these in an incremental manner. Therefore, companies that have partial solution concepts are encouraged to respond and address the extent to which their concepts provide answers to the challenges presented by this CRFI. This feedback provides the Air Force with insights into what is readily available and what the Technology Readiness Levels are for concepts which can meet these challenges. It also provides an indication of what operational needs are most susceptible to costs and technical performance factors Industry product developers are requested to provide the ESC/XR2 a completed survey for each Capability industry would like considered. In addition to the survey; a quad chart is requested for each Capability that is attached to this site. RFI responses should also include: 1) name of the primary point of Contact for the response; 2) academic faculty or business title; 3) institution or organization affiliation; 4) E-mail address; 5) phone; and 6) identification of other key individuals who collaborated on the RFI Response.
