- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 0040001438 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-49. The associated North American Industrial Classification System (NAICS) code for this procurement is 423610 with a small business size standard of 100.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-03-11 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The US Geological Survey requires the following items, Meet or Exceed, to the following: LI 001, ONE, all new, CAT6, or better, LOCAL AREA NETWORK CABLING SYSTEM to support data requirements for 140 drops, to replace the existing CAT3 LAN Cable System (no construction is required)(SEE STATEMENT OF WORK FOR TECHNICAL REQUIREMENTS and SPECIFICATIONS) The facility at 3535 South Sherwood Forest Blvd., Baton Rouge, LA requires all new network cabling and hardware to support both voice and data requirements. This system shall include an enclosed network shelter containing patch panels. (SEE ATTACHED SPECIFICATIONS AND STATEMENT OF WORK), 1, EA; LI 002, Installation and Testing of Item 001: The new CAT6 cabling needs to be installed throughout the facility and an enclosed network shelter containing patch panels needs to be installed in the computer room for the new LAN. Contractor will perform certification tests of all drops and provide documentation of test results to LAWSC IT staff. (SEE STATEMENT OF WORK FOR TECHNICAL REQUIREMENTS and SPECIFICATIONS), 1, JOB; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, US Geological Survey intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. US Geological Survey is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. FAR Clause 52.237-1 Site Visit (Apr 1984) applies: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Evaluation Factors: Quotations submitted in response to this Request for Quotation (RFQ) will be evaluated based upon the following non-price or non-cost factors, which are of equal importance. Factor (A) Past Performance of Government Contract(s): quotes shall include reference(s) including Agency name and address, and, point of contact's name, phone, and email address for Government contract(s) completed within the past three years. Factor (B) Experience of Offeror in similar types of work: quotes shall include a short narrative, not more than two pages, describing the number of years experience in the telecommunications industry, the number of years experience with LAN cable installation, ability to read and interpret construction drawings and specifications, and the ability to produce cable test records and record drawings. AWARD: Award shall be made to the vendor whose quotation, conforming to this RFQ, is determined to be the most advantages to the government, cost or price and the other non-cost or non-price factors listed. In determining which quotation offers the greatest value or advantage to the Government evaluated cost or price will be a major factor, but not necessarily determinative. The Government reserves the right to select a technically superior, higher price (cost) quotation where the technical advantages are determined to be significant relative to the difference in price (cost). Quotation Preparation: The vendor is cautioned to study the Evaluation Factors stated above along with their relative importance. Your quotation package shall address each of these factors since these are the standards against which your quotation will be evaluated. It is the vendors responsibility to include the appropriate documentation in its quotation package to allow a complete technical/price evaluation. Failure to submit the appropriate documentation may result in the rejection of the vendors quotation.
