Description
THIS IS NOT A SOLICITATION, IT IS A SOURCES SOUGHT ANNOUNCEMENT The US Department of Veteran Affairs Orlando VA Medical Center Activation Is currently working the requirements that are anticipated to lead to the award of a _2_ year, indefinite delivery, Indefinite Quantity (IDIQ) contract. As an element of market research the Orlando VA Medical Center Activation Contracting is submitting a sources Sought Announcement to determine if there are contractors that can meet the following requirements. A.GENERAL INFORMATION The Government requires Advisory and assistance, for the Orlando VA Medical Center Medical Equipment. The contractor shall provide advisory and assistance services in planning for furnishing all of the medical equipment for the new Orlando VA Medical Center at Lake Nona. The contractor shall provide assistance in researching, selecting, justifying, procuring, implementing, and coordinating medical equipment technologies. The contractor will work with designated COTR as well as the activation team and various clinical and technical teams throughout the facility to accomplish these tasks. Background: The Orlando VA Medical Center is building a brand new, state-of-the-art facility. Construction is well underway and is slated to finish in October 2012. A contractor is being sought to advise in medical equipment and assist in the planning. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below within the performance period stated in Section A.4. Task One: The contractor shall provide a detailed work plan and briefing for the VA project team, which presents the contractor's plan for completing the task orders. The contractor's plan shall be responsive with the SOW and describe, in further detail, the approach to be used for each aspect of the task order as defined in the technical proposal. Deliverable One: A detailed work plan and briefing. Task Two: The contractor shall coordinate medical equipment purchases, storage, installations, and implementations with construction timeline. This will ensure that all items are ready to go when the contractor needs them. Items that will affect the structure of the building (i.e. floor or wall mounted) will be given higher priority and therefore selected earlier on in the process. Deliverable Two: The contractor shall provide a timeline for medical equipment purchases. This timeline will coordinate with the construction timeline to ensure there are no holdups in the process. Task Three: The contractor shall coordinate vendor fairs for various medical equipment items. This will include scheduling the events, finding places to hold the events, and inviting the necessary personnel to attend. Coordination will be required from the vendors, medical center, activation team, and construction team. The contractor will also prepare the appropriate documentation to account for these events. Deliverable Three: Schedule of what vendors fairs will be held and when. After each vendor fair is held, the contractor will provide the appropriate documentation. Task Four: The contractor shall meet with services to assist in verifying their current equipment activation lists. They will review the floor plans, review the room by room lists, and offer suggestions for improvement. They will then help the services to coordinate these changes into their overall equipment plans for the new facility. Deliverable Four: The contractor shall provide copies of updated equipment lists, noting what has changed from original lists. They will also formulate a plan as to how to incorporate these changes into the overall activation plan. Task Five: Once selections are made for various medical equipment items, the contractor shall assist in developing the appropriate specs and writing up the statements of work (SOW ™s) and best value justifications (BVJ ™s). This piece is critical to ensure we are including all necessary options as well as meeting our timelines and following the correct contracting and purchasing procedures. Deliverable Five: Coordinate with the Activation Contracting Office to submit completed packages to contracting for equipment procurement. This will include vendor quotes (including all necessary options and training), SOW ™s, BVJ ™s, and any other documentation as required. Task Six: The contractor shall coordinate equipment selections with the architects, engineers, resident engineers, general contractors, and interior designers. This will ensure that all utilities, structural requirements, and color selections are coordinated among project team members. Deliverable Six: Scheduled meetings with the architects, engineers, resident engineers, general contractors, interior designers, and end users to coordinate equipment selections. The contractor shall develop and track minutes from these meetings. B. SCHEDULE FOR DELIVERABLES 1. Unless otherwise specified, the number of draft copies and the number of final copies shall be the same. 2. If for any reason any deliverable cannot be delivered within the scheduled time frame, the contractor is required to explain why in writing to the CO, including a firm commitment of when the work shall be completed. This notice to the CO shall cite the reasons for the delay, and the impact on the overall project. The CO will then review the facts and issue a response, in accordance with applicable regulations. C. TRAVEL Travel to other VA locations as well as other medical centers may be required. Travel and per diem shall be reimbursed in accordance with VA/Federal Travel Regulations. D. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. E. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS All contractor employees who require access to the Department of Veterans Affairs ™ computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement prior to contract performance. This requirement is applicable to subcontractor personnel requiring the same access. 1.Position Sensitivity “ The position sensitivity has been designated as Low Risk. 2.Background Investigation “ The level of background investigation commensurate with the required level of access is minimum background investigation. 3.Contractor Responsibilities a.The contractor shall prescreen all personnel requiring access to the computer systems to ensure they maintain a U.S. citizenship, and are able to read, write, speak and understand the English language. b.The contractor shall submit or have their employees submit the required forms (SF 86 or SF 85P, SF 85P-S, FD 258, Contractor Fingerprint Chart, VA Form 0710, Authority for Release of Information Form, and Optional Forms 306 and 612) to the VA Office of Security and Law Enforcement within 30 days of receipt. c.The contractor, when notified of an unfavorable determination by the Government, shall withdraw the affected employee from working under the contract. d.Failure to comply with contractor personnel security requirements may result in termination of the contract for default. 4. Government Responsibilities a.The VA Office of Security and Law Enforcement will provide the necessary forms to the contractor, or to the contractor ™s employees, after receiving a list of names and addresses. b.Upon receipt, the VA Office of Security and Law Enforcement will review completed forms for accuracy, and forward the forms to the office of Personnel Management (OPM) to conduct background investigations. c.The VA Office of Security and Law Enforcement will notify the CO, and contractor, of adjudication results received from OMB. d.Upon being notified about a favorable determination, the CO may issue a notice to proceed to the contractor.
