- Questions and Answers from Site Visit Wage Determination for Houston/Pasadena/La Porte Revised Solicitation. Please only submit offers using this RFQ. This is a Request for Quotation (RFQ) for the purchase and installation of an integrated security management system and various related security hardware to be installed in and around the leased space of the U.S. Department of Homeland Security, Immigration and Customs Enforcement, Office of Investigations, ICAT Unit that will occupy 11810 Fairmont Parkway, Pasadena, TX 77507. The work shall be completed in accordance with the Product Description (PD) in Section B. The PD covers all equipment, materials, and labor necessary to complete installation of the system. It also includes performing tests and making adjustments to the system as well as four hours of System Administrator training for the appropriate ICE personnel. A hard copy of all applicable commercial operating manuals for installed equipment shallbe provided to DHS. The contractor shall deliver and completely install all items in the PD and be ready for final testing and inspection within 21 days after issuance of the Notice to Proceed by the GSA Contracting Officer. It is anticipated that minor construction will be required to install the integrated security managment system. Davis Bacon Act prevailing minimum wages and construction clauses for installation and site preparation will apply to this procurement. See Section E for applicable clauses. Wage Determination #2005-2515 Revision #12 dated 06/15/2010 is applicable. (See Attachment #2 The Government will make an award based on technical factors, past performance, and price, which together constitute a best value to the Government. Technical factors will consist of technical conformance to the specifications listed in Section B of the RFQ. The technical factor is equal in weight to the past performance factor. The two (2) non-price factors, Technical and Past Performance, when combined will be "approximately equal to" the Price Factor. However, as offers become more equal in non-price factors, the Total Price becomes more important. **REVISED** All quotes shall be submitted electronically to the GSA Contract Specialist, Joshua Walker at joshua.walker@gsa.gov. RESPONSES ARE DUE ON February 24, 2011 AT 3:00PM CST. Additional questions should be forwarded to Joshua Walker at the email address above or by phone at (817) 850-8364. **RESCHEDULED** There will be site visit held on Friday, February 11, at 10:00AM (CST) at 11810 Fairmont Parkway, Pasadena, TX 77507. Please call Joshua Walker at (817) 850-8364 to confirm attendance by 4:00PM (CST) Wednesday, February 9th. Site visit is highly encouraged, but not required. Inspection will be at Destination. The Schedule of Items with product descriptions are in Section A on page 4. If exceptions are taken to any characteristics listed in the Product Descriptions, a full explanation must be disclosed and accompany the RFQ response and your quote may or may not be accepted. It is the offeror's responsibility to provide only items that fully comply with the Product Descriptions. Required Clauses, applicable to all items in this Request for Quotation, are shown on pages 29 through 74. ** Contractor should quote any additional equipment or software needed to facilitate the installation of specific alternate software packages, hardware or equipment. ** ** This procurement is issued in accordance with GSAM 511.104-70, Use of Brand Name or Equal Purchase Descriptions. If you offer other than the brand name(s) items identified in this solicitation, you must provide adequate information for GSA to determine the equality of the product(s) offered. Failure to provide such information may result in your offer no longer being evaluated or considered for award. ** AMENDMENT #1: Amendment to correct the site visit. The date for the site visit is Thursday, Feb. 10th at 10:00 a.m. at 11810 Fairmont Pkwy, Pasadena, TX. AMENDMENT #2: Amendment to correct the site visit. The date for the site visit has been rescheduled for Friday, Feb. 11th at 10:00 am at 11810 Fairmont Pkwy, Pasadena, TX. AMENDMENT #3: Amendment to extend the current deadline for this solicitation. The current deadline for this soliciation is now Thursday, Feb. 24th at 3:00 pm CST. AMENDMENT #4: Amendment to extend the current deadline for this solicitation and post the Questions and Answers from the Site Visit held on Friday, Feb. 11th. The current deadline for this solicitation is now, Tuesday, March 1, 2011 at 3:00 CST.
