Description
This Request For Information (RFI) is to provide notice of the anticipatedacquisition strategy for the Engineering, Science and Technical Services (ESTS)recompetition, announce an upcoming industry briefing to provide further guidance andclarification of the strategy, status the acquisition schedule, and solicit interest fromcompanies.The ESTS recompetition will include 3 different acquisitions: Engineering and ScienceServices and Skills Augmentation (ESSSA), Engineered Solutions and Prototyping (ESP), andMarshall Integrated Program Support Services (MIPSS). Marshalls intention for these 3acquisitions was presented to industry at the Marshall Small Business Alliance IndustryDay held on December 14, 2010, as part of the ESTS Recompetition Acquisition StatusBriefing. The briefing charts, as well as a list of Questions & Answers from thebriefing, may be found on our Acquisition Planning Tool (APT) website at the followingaddress: http://ec.msfc.nasa.gov/cgi-bin/eis/eis_apt.cgi. Once on this web page,scroll down to find Recompete of Engineering Science and Technical Services in thelist, click on Schedule and Supporting Documents, then click on Electronic ReadingRoom. A second industry briefing will be held to provide more guidance and updated informationon the ESTS recompetition, particularly the ESSSA and ESP acquisitions. Agenda topicswill include guidelines on our intended uses of ESSSA and ESP and general organizationalconflict of interest guidance.It is anticipated that a separate briefing will be heldlater for the MIPSS acquisition. The briefing will be held at Marshall Space FlightCenter, Morris Auditorium (1st floor) in Building 4200 on March 3, 2011 from 10:30 12:30 CST. There is a limit of 4 representatives per company.Foreign nationals willnot be admitted. Please email your intention to attend the briefing to Chris Randall ate-mail address Chris.Randall-1@nasa.gov no later than 12:00 noon CST on March 2, 2011 andinclude the following information: company name, full name of each participant, andcitizenship. To facilitate security clearances at the Redstone Arsenal Visitors Centerfor those participants requiring badges, include the participants driver's licensenumber and state of issuance in the email.It is anticipated that the ESSSA Draft RFP will be released in April. This will befollowed by an industry briefing for that draft RFP and a period to receive questions andcomments from industry on the draft.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis. Acquisition schedule updates and otherinformation may also be found on the APT website provided above. Historical contractinformation may be found in the Reading Room on the MSFC Freedom of Information Actwebsite at http://foia.msfc.nasa.gov/ Included with this RFI is a list of companies that have expressed interest in the ESSSAand ESP procurements.
