- The United States Department of Agriculture (USDA), Food Safety Inspection Service (FSIS) intends to negotiate solely with Thermo Electron North America, LLC (Thermo Fisher Scientific), located at West Palm Beach, FL 33407, for maintenance service on the following Mass Spec systems: (1) Repair, emergency service, preventative maintenance and operational qualification performance verification (OQ/PV) on instrument (ILN6110): Linear Quadrapole Ion Trap Mass Spectrometer (Finnigan LTQ), Serial Number LTQ11078; (2) Repair, emergency service and preventative maintenance on instrument (ILN 6349): TSQ Quantum GC with triple Quadrapole Mass Spectral Detection Serial Number TQU02379 (Triple Quadrapole MS) and Serial Number 20094033, Autosampler (Triplus Base, Autosampler and peripherals). Maintenance service shall include all labor, parts, and travel as well as unlimited telephone support for equipment and system required software. The prospective procurement will be a firm-fixed-price contract with a 1-year period of performance. The award of this procurement is subject to FAR 52.232-18, Availability of Funds (Apr 1984). Thermo Electronic North America LLC (Thermo Fisher Scientific) is the only known source which can provide all of the required maintenance service. This procurement will be conducted under the authority of FAR 6.302.1, only one responsible source and no other supplies or services will satisfy agency requirements. Authority: 41 U.S.C. 253( c ) (1). The above listed equipment for this service agreement is located in Athens, GA. This is not a request for quotations or an announcement of a forthcoming solicitation. Request for copies of this solicitation will not be honored or acknowledged. The Government does not intend to pay for information received. All interested parties must respond within seven (7) calendar days from the date of this notice. Written responses must provide clear and concise documentation indicating your firm's capability to provide the proprietary maintenance services. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement FSIS-05-B-11. If after 1:00 p.m., March 1, 2011, no viable responses have been received in response to this announcement, USDA/FSIS shall negotiate solely with Thermo Electronic North America LLC.
