- ANNUAL AIR EMISSIONS MONITORING MEMO The Federal Bureau of Prisons, Federal Correctional Complex (FCC), Petersburg located at 1060 River Road in Hopewell, VA, intends to issue solicitation number RFQ114110081, for the requirement of Annual Air Emissions Monitoring and Reporting to the Virginia Department of Environmental Quality (VDEQ). The solicitation will post on the General Service Administration Federal Business Opportunities website: www.fedbizopps.gov on or about February 22, 2011. The order will be placed by the Facilities Department. Please provide a quote for consulting services- recordkeeping and reporting assistance for FCC Petersburg's Title V Air Permit with the Virginia Department of Environmental Quality (VDEQ). We are using a 12 month rolling average for the permitted pollutants. We are currently tracking fuel use and solvent containing products such as inks to demonstrate compliance with the emission caps set for the facility. The scope of work will include two parts: The initial setup and annual maintenance. The initial setup will include site visit to review existing recordkeeping methods and facility operations. Once the site visit is completed to implement any recordkeeping changes and update the existing database. Preparation and submittal to the VDEQ annual emissions report. The second part of this project is to maintain the records and file reports as in the air permit. We will provide the monthly data to update the database. Prepare and submit the semi-annual fuel report and the actual annual emissions report. The site provides all downloading instructions on how to obtain a copy of the solicitation. Hard copies of the solicitation will not be available. Faith-Based Organizations have the right to submit quotes equally with other organizations, for contracts in which they are eligible. All future information about this solicitation is unrestricted and all responsible business sources are encouraged to submit a quote for consideration. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this solicitation. All quotes must be received NLT March 22, 2011 by 3:00pm (eastern standard time). The anticipated date of award is approximately March 23, 2011. The Government reserves the right to decide how payment will be made using either Electronic Funds Transfer (EFT) or Government Purchase Card. Per 52.212-3, each offeror is required to complete their presentations and certifications via the on-line applications (ORCA) at http://orca.bpn.gov. All potential offerors must have a current registration in the Central Contractor Registry (CCR) database at www.ccr.gov.
