Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for the Independent Verification and Validation (IV&V) of the Department of Veterans Affairs Time and Attendance System (VATAS) that is currently in the production phase. The TAC intends to award a sole source, one (1) year, firm-fixed price contract with one (1) six (6) month option period to Right Direction Technology Solutions, LLC, 300 East Lombard Street, Suite 840, Baltimore, MD 21202, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to the authority of 10 U.S.C. 2304 (c) (5), 41 U.S.C. 253(c)(5), 38 U.S.C. 8127(c), and the Veterans Affairs Acquisition Regulations (VAAR) Subpart 819.7007. The proposed contract action for IV&V services for VATAS will ensure that the new Time and Attendance system performs the desired functions and meets user requirements. The IV&V support will include test case and script development, monitoring and evaluation, requirements and regression testing, user acceptance testing, parallel testing support, and security testing and evaluation. The IV&V services in support of VATAS are required to meet VA's Greatest Challenge #11 initiative titled "Establish Strong VA Management Infrastructure and Integrated Operating Model (IOM.)" This IOM initiative will implement a management structure to integrate VA's major corporate functions to enhance information-sharing and improve the effectiveness of the Department's mission and its delivery of service to Veterans. The North American Industrial Classification (NAICS) for this effort is 541511 with a corresponding small business size standard of $25M average annual revenue. The estimated date of award for this action is March 31, 2011. This notification shall close on February 28, 2011.
