- The U.S. Army has a continuous requirement for simulation training support to train Brigade, Division and Corps, Army Service Component Commands (ASCC) Commanders and their staffs in the exercise of decision-making and command and control skills essential for success in Full Spectrum Operations (FSO). The period of performance includes a 90 calendar day phase-in a nine-month base and four (4) one-year options. BCTP is located at Fort Leavenworth, KS. The Battle Command Training Program (BCTP) conducts or supports combined arms training that replicates Joint-Interagency-Intergovernmental-Multinational Operations in a full spectrum Contemporary Operational Environment (COE), at worldwide locations, in accordance with the Army Forces Generation Model, for Brigades, Divisions, Corps, ASCC, Joint Forces Land Component Commands (JFLCC), and Joint Task Forces (JTF) in order to create realistic training experiences that enable the Army's Senior Commanders to develop current, relevant, campaign-quality, joint and expeditionary mission command instincts and skills. BCTP is organized to support Joint/Corps/Division level exercises through Operations Group (OPSGRP) A and D, Brigade level exercises through OPSGRP C and B, Theater Support Commands/Expeditionary Support Commands/Support Brigades through OPSGRP S, Multi-Functional Brigades/ Theater/Functional Brigades through OPSGRP F. OPSGRP COE designs and executes Corps/Division level exercises, while its World Class Opposing Forces (WCOPFOR) is organized to offer a highly skilled opponent. OPSGRP B and C have their own internal OPFOR. This solicitation is for non-personal technical support services utilizing contractor staff highly trained in the Command and Control of military combat forces and the application of U.S. Army and joint doctrine at the Brigade, Division, Corps, and echelons above Corps levels. Contractor staff shall be capable of operating computer-based simulations and models and automated tools for the collection and analysis of information used by BCTP as well as the ability to adapt future systems employed by BCTP throughout the life of the contract. The contractor shall provide stable standardized expertise that ensures the BCTP schedule and objectives are met; critical assistance in the continued development of BCTP; capability to analyze Army units' execution of doctrine; and the experience base to develop recommendations to positively influence doctrine and intelligence development efforts of the Army.
