Description
Amendment 2 to DARPA-BAA-11-24 Deep Sea Operation (DSOP) The purpose of Amendment 2 to DARPA-BAA-11-24 Deep Sea Operations (DSOP) is to provide the following additional solicitation questions and answers. 10.Section 1.1 Program Overview - For Phase 2 and 3 may demonstration of system performance thresholds be proposed using a suitably configured target simulator (e.g., EMATT) or should these demonstrations be planned using actual submarine target? Proposals should indicate the best path forward. 11. Section 1.1.1 Program Phases a. If the risk incurred in developing a sonar system (Phase 2) or an integrated system (Phase 3) is assessed to be excessive for the allotted time period (13 months each phase) may the contractor propose a longer period-of-performance that better balances risk and expected performance? Follow the BAA guidelines. b. Should the proposer conclude that a dedicated Phase 1b effort is not necessary, what date should the proposer offer for commencement of Phase 2? This is left to the proposer, however note the minimal deliverables still required for Phase 1b. c. The paragraph states, "Phase 3 must be completed before the end of January 2014 and should result in a fully integrated prototype system for demonstration." Should the contractor plan to have completed the demonstration prior to the January 2014 Phase 3 completion date? Yes. 12.Page 7, Section 1.1.2, "Plans for ocean testing, if proposed, that require government-furnished equipment, information and services should assume DARPA can support a single test opportunity in the Pacific sometime between July, 2011 and December, 2011." Please clarify what assumptions, if any, should be made in terms of test duration, or the performer's ability to recommend specific time windows for testing within this six month windows. Performers should recommend duration and timing based on their proposed effort. 13.Page 7, Section 1.1.3. states that the Government expects to support 2-3 major sea tests for Phase 2, where at least the last test should culminate in the Western Pacific. Is this 2-3 major sea tests per performer? Or 2-3 major sea tests across all performers? The sea tests are across all performers. Testing assets will be shared when feasible.   14.Page 14, Section 4.3.1, asks for submission of "...an original, 3 hard copies and two (2) electronic copies of the proposal [in PDF (preferred)] on a CD-ROM." Should both the cost volume and technical volume be on the same CDs, or should the cost volume be provided on 2 separate CDs? A single CD may be used for both cost and technical proposals. The BAA requests that two electronic copies be delivered. Proposers may separate the cost and technical proposals such that four total CDs are used. This may be useful when the cost proposal is unclassified and the technical proposal is classified. 15.Page 16, Section 4.4.1.1, instructions for Section II, Summary of Proposal, bullet G, refers to a four slide PowerPoint summary to be included in the proposal and points to Appendix 1 for the format. Appendix 1 only has 3 slides. Please clarify whether there should only be 3 slides. There should only be three slides. 16.Page 15, Section 4.4.1.1., requires that a "Technical Area" be included on the Cover Sheet for both Volume 1, Technical and Management Proposal and Volume 2, Cost Proposal. Please clarify what information is required to be listed. The general technology area is "ASW" but if you choose, for example, to address only sonar or perhaps communications you may choose to put "ASW Sonar" or "ASW communications". 17.Conflicting language in Section 1.1.3. of the BAA Amendment 1 makes the expectation unclear: a.In Section 1.1.3. Phase 2, the last sentence in the first paragraph reads, "Performers bidding for Phase 2 should also submit a bid for Phase 3." Then, in Section 1.1.3., the fifth paragraph reads, "The Government will determine whether to request Phase 3 proposals from Phase 2 performers. Phase 3 proposals will be evaluated... the BAA. The Phase 3 cost proposal will only be solicited from Phase 2 performers." By "bidding" Phase 3, performers are expected to have content in their technical proposal along with ROM cost estimates. If awarded to conduct effort in Phase 2, DARPA may request a detailed cost estimate for Phase 3 before awarding the option. 18.Section 1.1.1 states that Phase 1b must be completed between Oct 1 and Dec 31. Does this mean phase 1b is only three months long or can we assume an earlier start, such as July 1 as suggested in section 1.1.2, and do a six month effort provided it is completed by 31 Dec? Anticipate a June 30 start date for the purposes of your planning.
