- Team Participation Rubrics Solicitation H98210-11-T-0019 Government Developed Syllabus Research Paper Rubric This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The Defense Human Resources Activity (DHRA) intends to award on a competitive basis, a contract for an online course entitled "Foundations in Military Strategy and National Security Policy" for the Civilian Personnel Management Services (CPMS). A detailed description of the requirement, the CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. (The Government provided Syllabus, Team Participation Rubric, and Research Paper Rubric are attached to the posting. This procurement is being conducted under simplified acquisition procedures in accordance with FAR Part 12 and Part 13. The solicitation number is H98210-11-T-0019 and issued as a request for quote (RFQ). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-48, effective 31 Jan 2011, and DPN 20110202. This requirement is being advertised on an unrestricted basis; there is no set-aside. The NAICS code is 611310 and the small business size standard is $7.0 million. Contract award type shall be a Firm-Fixed Price Contract. The Period of Performance will be March 5, 2011 through June 10, 2011. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 2:00 PM EST (Eastern Standard Time), Wednesday, March 2, 2011. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail to the Contract Specialist, Matthew Poole, at: matthew.poole@osd.pentagon.mil by 10:00 AM EST, Friday, February 25, 2011.
