- The Drug Enforcement Administration (DEA) has a requirement for the acquisition of annual license renewal for COGNOS 8 Business Intelligence Administrator License for the period of 3/1/11 - 2/29/12. Line Item 0001 - IBM Cognos Business Intelligence for Non-Production Environment Processor Value Unit annual SW subscription & support renewalLine Item 0002 - IBM Cognos Business Intelligence Administrator Authorized User Annual SW Subscription & support renewalLine Item 0003 - IBM Cognos Business Intelligence Advanced Business Author Authorized User Annual SW subscriptions & support renewalLine Item 0004 - IBM Cognos Business Intelligence Business Manager Authorized User Annual SW Subsription & Support renwewalThis is anticipated to be a sole source purchase order to IBM under the test program described in the Federal Acquisition Regulation (FAR) 13.5, and authority 41 U.S.C.253(c)(1) under FAR 6.302-1. The IBM Corporation is the sole owner of the Cognos Business Intelligence and reporting software. IBM is solely responsible for administering all licensing and license renewal agreements on the Cognos proprietary software. The following FAR provisions and clauses are applicable to this acquisition: 52.209-5 Certification Regarding Responsibility Matters (Apr 2010); 52.212-1 Instruction to Offerors-Commercial Items (June 2008); 52.212-2 Evaluation-Commercial Items (Jan 1999) Evaluation factors: Technical Capability, Past Performance, Price; 52.212-3 Offeror Representations and Certifications-Commercial Items (Jan 2011); 52.212-4 Contract Terms and Conditions-Commercial Items (Jun 2010); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commerc! ial Items (Jan 2011). The following additional clauses cited within this clause are applicable: 52.203-6, 52.204-10, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33. The Government anticipates award of a single, firm fixed price purchase order to the reponsive, responsible offeror providing the best value to the Government. All sources shall submit a quotation which will be evaluated. Responses shall be submitted electronically to claire.r.whitley@usdoj.gov no later than February 25, 2011 at 12:00noon EST.
