Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-07-G-0008 with the Bell-Boeing Joint Project Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on an other than full and open competitive basis for the Non-Recurring Engineering (NRE) required to incorporate an upgraded computer processor on the MV-22 aircraft that is capable of receiving software updates in the field. The efforts include providing engineering and technical support to update technical data, performing configuration management, and modifying training and maintenance procedures. This notice of intent is not a request for competitive proposals. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Bell Boeing is the only known source that possesses the requisite knowledge and expertise required to perform this effort.
