- Description
- The United States Environmental Protection Agency (EPA), Office of Research & Development (ORD), National Risk Management Research Laboratory (NRMRL), has a requirement titled ?Formaldehyde Standard Source?. This requirement involves support for the implementation of EPA regulations on the Formaldehyde Standards for Composite Wood Products Act (S.1660) which requires that EPA establish processes for testing, certification, and labeling of pressed-wood materials and finished goods by January 31, 2013. The EPA is seeking a contractor to perform tasks including: (1) produce reference material of formaldehyde with consistent performance; (2) measure key material properties, including but not limited to the material-phase diffusion co-efficient, K, and the initial effective material-phase VOC concentration, C0; (3) use emissions models together with the independently measured parameters (C0, K and D) to predict the emissions profile; (4) measure the emissions rate and profile of the formaldehyde standard source in small scale chambers and (5) compare the measured emissions profile to the predicted emissions rate and profile and conduct data analysis. The Government anticipates award of an firm fixed price (FFP) purchase order with a period of performance through January 15, 2012. The anticipated solicitation release date is late February 2011 and the close date shall be approximately 15 days thereafter. The solicitation will be issued on a full and open competitive basis with no small business set-aside(s). Interested parties are expected to download the solicitation and subsequent amendments from the website and to monitor the status of the RFQ. All responsible sources may submit a response for EPA consideration. The NAICS code is 541712, (research and development in the physical, engineering, and life sciences [except biotechnology]) with a size standard of 500 persons.
