Description
NASA/MSFC has a requirement for manufacturing services and engineering support forplasma torch testing of multiple lots of Polybenzimidazole Acrylonitrile Butadiene Rubber(PBI-NBR) insulation material in order to characterize the inherent material variabilitywith respect to thermal erosion performance. NASA/MSFC intends to purchase the items from ATK Launch Systems, Inc., Huntsville SpaceOperations (HSO) on a sole source basis. ATK is the only known contractor with personnelcertified to operate MSFCs Plasma Torch machine. NASA has used ATK as the solecontractor to conduct Plasma Torch testing for 15+ years, and ATK has extensiveexperience in manufacturing, logistics, and test support for the unique test specimensand equipment. ATK certified personnel have developed a unique knowledge that will enablethem to properly and safely operate the Plasma Torch and conduct the testing to meet allof NASAs requirements. Utilizing the same equipment/operators for this insulationmaterial characterization would allow NASA to correlate any new data generated with theexisting historical testing of baseline materials which would decrease the amount oftesting and the amount of equipment verification required. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 8, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
