Description
This is an amendment to the synopsis entitled SOURCES SOUGHT SPECIAL NOTICE whichwas posted on December 17, 2010. Responses to this amendment are due March 8, 2011. Information regarding specific partnering opportunities is provided below:Technical Leads at NASA Ames Research Center (ARC) are seeking partners interested indeveloping competitive proposals in response to NASA Center Innovation Fund (CIF)opportunities from the NASA Office of the Chief Technologist (OCT). ARC is interested inpartners that can develop innovative technologies that address the needs of the Agencyand the nation. Information is sought on potential partners that will conduct scienceinvestigations and research activities, as well as develop hardware, equipment orinstrumentation that is necessary to perform those science investigations or researchactivities. The CIF has been established to stimulate and encourage creativity and innovation withinthe NASA Centers in addressing the technology needs of NASA and the nation. NASAscientists and engineers will lead the proposed projects but partnerships among NASACenters and with other agencies, research laboratories, academia and private industry areencouraged. The announcement of CIF opportunities is anticipated to be released throughARCs centerwide email on February 23, 2011. Only ARC civil servants will be eligible torespond to the CIF announcement. The performance period of the CIF awards will likely bethrough the end of the fiscal year.Areas of particular interest to ARC are: Small Spacecraft Systems and Technologies;Sustainable and Sustaining Technologies; Nano- and Micro Technologies and Systems;Sensors, Instruments, Devices, Materials, Photonics, and Optical Imaging; Hypersonics andEntry Descent and Landing (EDL) Technologies; Information Systems, Computation,Communications, and Intelligent Systems; Human and Robotic Exploration Technologies;Space and Earth Science and Space Physics Technologies and Applications; BiologicalTechnologies and Applications; Synthetic BiologyTechnology Maturation and Applications;Next-Generation Space Systems and Mission Architectures; Life Beyond Earth Orbit;Commodity-based Space Technologies; Technologies for Sustainability.In addition, ARC is interested in NASA Roadmap Topics (which can be accessed at:http://www.nasa.gov/offices/oct/strategic_integration/grand_challenges_detail.html ).Questions regarding this special notice should be submitted by email only to DianeAlexander - diane.alexander@nasa.gov. Potential proposal partners are encouraged tosubmit questions to the identified POC. Pertinent information from questions and answerswill be shared with all interested parties, without disclosing the identity of thesources of the questions. Responses to this synopsis shall: 1) Not exceed 3 pages total; 2) Use an Arial font textwith a size not smaller than 12 point; 3) Address all requirements listed below; and 4)Provide a Point of Contact to address questions from NASA. Potential partners must submit responses by March 8, 2011, in order to be considered forpartnering in response to the 2011 CIF call. Responses shall be submitted by email onlyto diane.alexander@nasa.gov. ARC reserves the right to hold optional oral presentationswith potential partners. Presentations will include a specified period of time to presentand a specified time for questions and answers. Responses to this notice will not bereturned.Please note that information is not being requested regarding non-research relatedsupplies or services. Such information, if submitted, will not be evaluated.Criteria for Selection of Partner(s): Responses to this announcement will serve as the basis for selection of proposalpartners. Responders shall identify which of the Ames areas of interest they would seekto partner with Ames. ARC will evaluate the responses based on their alignment with theAgencys and ARCs goals, compliance with the CIF requirements, feasibility of theconcepts, and their match to Ames capabilities. Key selection criteria include the degree to which the emerging technologies and/orinitiatives is innovative; the potential for return on investment with respect tonational priorities and NASA programs; technical merit; the degree to which it leveragesARC talent and capabilities; concept of roles for responders organization and for NASAAmes; rough order of magnitude (ROM) cost; and resources (skills and time) that theresponder will contribute to proposal development.Responses shall include the following: Name and address of company or organization; Pointof contact address, website or email address, and phone number; indication of which ofthe relevant interest areas listed above is of interest; and a list of relevantpartners/customers over the past five years, highlighting work performed. If the responder is a commercial firm, responses should also include: Size of businessand number of employees; Average annual revenue for past 3 years; Ownership - whetherthey are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned and whetherthe company is U.S. or internationally-owned; Number of years in business; and Affiliateinformation: parent company (US or international), and potential teaming partners. No solicitation exists; therefore, please do not request a copy of a solicitation. This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government, nor will the Government pay for information solicited.Respondents will not be notified of the results of the evaluation.
