Description

THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), NIH Chemical Genomics Center (NCGC), to negotiate/award a purchase order to Thomson Reuters (Scientific), INC., 1500 Spring Garden Street, Philadelphia, PA, 19130 for the purchase of one Thomson Reuters (Scientific) Integrity 4/user Subscription Access. The sole source determination is based upon the fact that Thompson Reuters (Scientific) Integrity stands alone in its focus on approved and investigational drugs and their mechanisms of action. In addition, the access to patents directly associated with drugs, biological targets and diseases makes Thompson Reuters Integrity particular unique. This product has been in use at the NIH Chemical Genomics Center (NCGC) / NIH Center for Translational Therapeutics (NCTT) for the past year. Continued access to it is essential to the ongoing projects at the center. The software meets the following needs for the NCTT: (1) Access to drugs and investigational drugs worldwide; (2) Data on the mechanisms by which those drugs work; (3) Disease information and associated drugs, targets and clinical trials; (4) Access to associated patents for above content. These needs are essential to the operation of the NCTT. There are no other known products that contain the comprehensive and manually curated data that exists in the Integrity database. This purchase is a renewal of a previous purchase order. The software is currently being used by NCGC and to change vendors at this time would be detrimental to the work that has been completed. PRODUCT DESCRIPTION: 1 year, 4-user subscription to Thomson Reuters Integrity Subscription Access This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 519130 and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
