- This constitutes notification that the Government intends to award a contract to 'Haus Rissen' on a sole source basis for Information Seminars for U.S. Officers (O1-O10), Non-Commissioned Officers and equivalent-grade civilians (US and LN) and their German Bundeswehr / Luftwaffe counterparts. The contract includes all training, accommodation and related expenses. Topics include: Historical Background to Contemporary Germany and Europe, Comparative Analysis of German and the U.S. Political System, The European and Global Context of the Social Market Economy, German Foreign and Security Policy since Unification, NATO's New Strategic Concept, The European Union as a Strategic Actor, Current U.S. and European Issues.
