Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Technology, Systems & Program Integration Directorate (TSPID) intends to award a firm fixed price purchase order on a sole source basis to: Eagle Picher Energy Products ULC., 13136-82A Avenue, Surrey, British Columbia, CANADA, V3W 9Y6. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Nature and description of the supplies or services required to meet the agency's needs: Eagle Picher Energy Products, ULC., is the only manufacturer and distributor of the "Half Size" BA-5590 Lithium Carbon-monofluoride (LiCFx) primary battery, developed under contract W911QY-08-C-0047. This battery was successfully demonstrated in the Army Expeditionary Warrior Experiment (AEWE), and is the only LiCFx battery with the correct dimensions, connector location, and compatibility with the SINCGARs power use profile for use in the AEWE experiment. This battery is also the only product on the market that conforms to the required performance, safety, and transportation standards outlined in MIL-PRF-47491B and UN Transportation Standard ST/SG/AC.10/27/Add.2. This battery is the only one to surpass the required Power ATO Wh/Kg threshold of 390. The intent is to award a Firm Fixed Price type contract for $45,000.00. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Eagle Picher Energy Products, ULC., is the only manufacturer and distributor of the "Half Size" BA-5590 Lithium Carbon-monofluoride (LiCFx) primary battery, developed under contract W911QY-08-C-0047. This contract was issued under the joint NSRDEC and CERDEC Army Technology Objective (ATO) "Power for the Dismounted Soldier D.LG.200S.01 ", and this BA-5590 battery has participated in previous Warfighter demonstrations, evaluations and other developmental venues. Also this BA-5590 has met all experimentation/demonstration safety requirements, a feat that cannot be accomplished with a new vendor in the limited amount of time before the AEWE is conducted. The latest version produced by Eagle Picher has the highest energy density (WhlKg) available, which would allow the user to cany fewer batteries and successfully demonstrate an overall weight reduction. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was not conducted because this is the only viable product to conduct our research. The "Half Size" BA-5590 was developed under the joint NSRDEC and CERDEC Army Technology Objective (ATO) "Power for the Dismounted Soldier D.LG.200S.01". Other vendors can propose developmental efforts related to LiCFx primary battery technology through the Broad Agency Announcement (BAA) hosted by the Natick Contracting Division (NCD) on their website at http://www3.natick.army.mil. As a result of this development effort and the subsequent evaluations conducted with the EPEP BA-5590 LiCFx primary battery there is no other item on the market that can satisty our requirements in the time allotted before the AEWE. 5) Any other facts supporting the use of other than full and open competition: Eagle Picher Energy Products, ULC., has been very responsive to governmental feedback, and has been on the forefront of advancing the LiCFx battery chemistries. They have created the highest energy densities in LiCFx batteries to date while maintaining manufacturabiIity. 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Not feasible at our level.
