Description
This announcement constitutes a Notice of Proposed Contract Action from the Intelligence and Special Programs Division, Electronic Systems Center (ESC) Hanscom AFB, MA 01731. This notice relates to the Eagle Vision (EV) system, which is a deployable ground station for collecting and processing imagery received directly from commercial satellite. ESC plans to issue a purchase order, using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13, with MDA Geospatial Services Inc. for the Radarsat-2 certification at EV 4, located in Eastover, SC, and at EV 1, located at Ramstein Air Base, Germany. MDA Systems Ltd. has exclusive copyrights, patents, and/or trade secret ownership; and, therefore, is the only vendor that can satisfy the requirement. In order to ensure continuous EV operations, the circumstance permitting is FAR 13.106(b) (1) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist; and, therefore, no solicitation is available. In accordance with FAR 5.203(a), interested persons may identify their interest and capability to respond to this requirement within the publicizing and response time of 15 days, or 02 March 2011. The Government will not pay for any information received in response to this notice nor pay for any costs affiliated with developing or delivering a response. This notice is not a Request for Proposals, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
