Description

The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to negotiate on a sole-source basis with Northrop Grumman Systems Corporation, Maritime Systems (NGSC), 1070 Seminole Trail, Charlottesville Virginia 22901 for additional engineering and technical services. The purpose of this modification is to increase effort by an estimated 37,900 hours as well as extend the ordering period through 31 December 2011 and performance period through 30 June 2012 to allow for continued support until the follow-on contract has been competitively awarded. The contract ceiling will be adjusted accordingly. All other terms and conditions of the existing contract remain unchanged. The modification to the existing contract will utilize other than full and open competition under authority of U.S.C 2304 (c) (1) as implemented by FAR 6.302-1 (a) (2), supplies or services available from only one responsible source and no other type of supply will satisfy agency requirements. Any responses to this synopsis should be sent to the attention of Kevin Hann and reference 11-KCH-61. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all information received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
