CONTRACTS WILL BE AWARDED UTILIZING THE AE SHORT SELECTION PROCESS (REFERENCE FEDERAL ACQUISITION REGULATIONS PART 36). 6. FUTURE CONTRACTS WILL BE FOR AE SERVICES THAT INCLUDE THE FOLLOWING NAICS CODES AND SIZE STANDARDS: 541310-ARCHITECTURAL SERVICES $4.5 541320 LANDSCAPE ARCHITECTURAL SERVICES $7.0 541330 ENGINEERING SERVICES $4.5 541340 DRAFTING SERVICES $7.0 541350 BUILDING INSPECTION SERVICES $7.0 541360 GEOPHYSICAL SURVEYING AND MAPPING SERVICES $4.5 541370 SURVEYINGI AND MAPPING (EXCEPT GEOPHYSICAL) $4.5 541380 TESTING LABORATORIES $12.0 541620 ENVIRONMENTAL CONSULTING SERVICES $7.0 7. SET ASIDE INFORMATION: Currently all requirements will be set aside for small business and may be further restricted when two or more companies qualify for woman owned small businesses, service disabled veteran owned small businesses, HubZone and minority owned small businesses. 8. REASON FOR THIS REQUIREMENT: Pursuant to FAR Part 36, the Forest Services is establishing data files for Architect-Engineer (AE) contractors interested in doing work in the Forest Service North East Zone which includes the states of New Hampshire, New York, Pennsylvania and Vermont. The projects awarded will be less than $150,000 and will fall within one of the NAICS descriptions shown on this notice. It is our belief that the short selection process will improve the competitive opportunity for participation by local firms in the vicinity of the individual project(s) as the requirements are known. We anticipate the need for a variety of AE services. Examples of some of the types include bridges, culvert design, low volume road design, small warehouse design, office rehabs to improve energy usage and safety, design of repairs to small dams, design of renewable energy systems, design of high efficiency replacement HVAC systems, design of electrical systems, lighting, water and waste water systems, performance of sanitary inspections for water systems and safety inspections for bridges and dams, construction inspection, drafting services, survey8ing, geotechnical investigation and environmental (RCRA, CECRLA, CWA) reviews, inventories, audits, campgrounds and small out buildings. 9. WHAT IS THE SHORT SELECTION PROCESS? When projects come up that are estimated to cost less than $150,000 agencies may review current data files for eligible AE firms, perform a technical review and evaluation to determine the 3 most highly qualified firms and have discussion with the 3 firms to determine the best qualified firm for a particular project. A price proposal will be requested from the highest rated firm. If a reasonable price cannot be negotiated, discussions will be held with the second best qualified firm and son. The data files will be maintained by State and NAICS code. The AE's ability to provide licensed professionals in the State where the project is located and the firm's geographic proximity and knowledge of the local area as identified in the AE's SF 330 and supplemental information will be used for the preliminary screening of firms when a large list of potential firms exist. WHAT DOES MY FIRM NEED TO SUBMIT TO DETERMINE ELIGIBILITY AND RECEIVE CONSIDERATION FOR FUTURE AE PROJECTS? Submit one copy of each of the following documents for EACT STATE and NAICS code of interest. Each submission should be in a separate envelope with the State and NAICS clearly marked on the outside of the envelope. Failure to follow this direction may result in miss filing of your submission. 1. Page 1 of this Short Selection Sources Sought Solicitation: complete Item 3 and Item 6, circle NAICS Code/Description for which you are qualified. 2. CCR Print Out: Central Contractor Registration is required for award of federal contracts. www.ccr.gov - search database for your firm and print out results. You must be registered in CCR and accept electronic payments in order to be considered for any contract awards. 3. SF330, Part 2: The entire SF330 is posted for your reference (it includes instructions). SF330, Part 2 needs to be completed and sent in. 4. Attach to Part of the SF330 a list of the number of licensed professionals and the States of their licensing for each of the function codes identified in block 9 of the SF330, part 2. NOTE: At this time AE firms must be small business qualified to receive consideration for USDA Forest Service AE Contract Awards for AE projects less than $150,000. Dependent upon the socioeconomic status of respondents to this RFI, individual AE projects may be set-aside for 8(a), Hubzone, Woman Owned, or Service Disabled Veteran Owned small business firms. 5. In addition to one hardcopy, also include in each individual envelope one electronic copy of all required documents in PDF format placed on a standard CD, which is readable on PC's operating in a windows environment. 6. Submittals shall be brief and concise. Only the first 10 pages of a firm's submittals will be evaluated and considered during the initial review. Submittals shall be found with a single staple, paperclip or binder clip to allow for easy copying and filing.
