Description
General Synopsis: The purpose of this synopsis is to announce the intended addition ofmultiple, sole source, part numbers to the Honeywell Corporate Contract,SPM740-01-D-9711. This contract is a Requirements contract that expiresMay 06, 2013 (See clauses at 52.216-18 - "Ordering", 52.216-19 - "OrderLimitations" and 52.216-21 "Requirements"). The items that are being considered for addition to the corporatecontract are listed on the attached spreadsheet which includes PartNumber, NSN, Noun, and Estimated Annual Demand Quantity. The below information applies to all items that are being considered andthe specific item details are included in the attached spreadsheet. If the attached items are added to the corporate contract thenDestination Information and Delivery Schedules are to be cited on eachindividual order. The Government does not have complete and adequate data, specialmaterials, facilities, tooling, or test equipment which may be requiredin the performance of the contract. QR's: The below information applies to items that are marked "Yes" under theQR's column on the attached spreadsheet. Qualification Requirements: Due to the complexity and criticality ofthis part, only manufacturers that have successfully completed alltesting required by the original company responsible for the design, ormanufacturers that have successfully completed all testing on itemsdetermined by the Government to be similar in complexity andcriticality, can be considered approved sources for this item. Currentqualified sources are: Honeywell., Cage Code: 70210, 59364, 99193....10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) requiredare available from only one or a limited number of responsible source(s)and no other type of supplies or services will satisfy agencyrequirements. The proposed contract action is for supplies in which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources. Interested persons may identify their interest andcapability to respond to the requirement or submit proposals. Allproposals received within 45 days after date of publication of thissynopsis will be considered by the Government. A Determination by theGovernment not to compete this proposed contract based upon responses tothis notice is solely within the discretion of the Government.Information received will normally be considered solely for the purposeof determining whether to conduct a competitive procurement. It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed. Specifications, plans,or drawings relating to the procurement described are incomplete or notavailable and cannot be furnished by the Government. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation. Ombudsman:Note: An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process. Interested parties areinvited to call the Ombudsman at (405) 739-4437. DO NOT CALL THIS NUMBERFOR SOLICITATION REQUESTS. The approximate solicitation issue date will be 1 March 2011.
