THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis with Dr. Paula Gregory, PhD, 1384 Rue Bayonne, Mandeville, LA 70471-1228 for expertise and knowledge to teach a Grant Writing Course and Mock Study Section for the National Human Genome Research Institute (NHGRI), Intramural Training Office (ITO). The sole source determination is based on the fact that National Institute of Health (NIH) is the nation’s largest medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people’s health and save lives. The National Human Genome Research Institute (NHGRI), Intramural Training Office (ITO) is responsible for supporting the NHGRI trainee community through the offering of high-quality career development workshop series. Grant writing in particular is an essential skill necessary for acquiring research funding. The NIH grant-writing course and mock study section are intended to give NHGRI trainees an opportunity to learn and practice grant-writing skills using their own data. The course will be limited to 12 trainees or less to encourage one-on-one interaction with the instructor and individualized feedback. The course will also have a strong remote learning component. Participants of the course: (1) will understand the R and K award funding mechanisms at the NIH; (2) will write a rough draft of a R or a K NIH grant using their own data; and (3) will get a acquainted with the NIH grant review process. STATEMENT OF WORK: Dr. Paula Gregory is a tenured professor at Louisiana State University with extensive experience in teaching and grant writing. She has most recently conducted the “NIH Grant Writing Course” workshop at Tulane University as an on-line course for genetic counselors. Additionally, she has taught a course at other venues such as the Pennington Biomedical Research Center for post-doctoral fellows and the NIH. Dr. Gregory is in a unique position to serve the needs of NHGRI trainees, as she was Chief of the Genetics Education Office of the institute between 1993 and 1997. Dr. Gregory’s past experience and regular engagements with NHGRI gives her a unique understanding of the NHGRI research areas, familiarity with the Institute’s organizational structure and the ongoing activities being conducted. She also has an extensive background and knowledge of NIH guidelines on research grants as well as NIH and NHGRI policy and procedures. Dr. Gregory’s past experience with working with NIH and NHGRI has proven her ability to assemble, organize and present information in a logical and understandable way to the intended audience which is key and essential. She has superb skills in writing research and training grants that is required and needed in order to complete the work requested. In fact, multiple students of Dr. Gregory (including NHGRI trainees) have received grant support with grants they drafted during her course-- a testimony of her grant craftsmanship. Additionally, Dr. Gregory has the experience crafting and reviewing grants following the new guidelines that were implemented by NIH on January 2010 and she is in the position to provide current sample grants for the course. The Contractor will perform the following tasks: • The Contractor/Instructor and students will meet a minimum of eight times over a two-month period. The Contractor will lecture and offer in-class writing guidance and will edit the student’s weekly writing assignments in between classes (remote learning component). • The Contractor/Instructor will ensure that specific attention will be paid to writing a strong specific aims page. Other lecture topics should include (but not be limited to), candidate’s biosketch and candidate’s background, background & significance section, preliminary data, budgets, and animal/human subjects protocols. • The Contractor/Instructor will conduct a mock grant review study section exercise that closely parallels a real study section. Emphasis should be placed in understanding the new core review criteria in place since January 2010 (overall impact, significance, investigator, innovation, approach and environment) and new scoring scale. Government: • The Government will survey the participants upon completion of the course. • The Government will furnish the facility for the workshop to be held at the NIH campus in 9000 Rockville Pike, Bethesda MD. Required Reports/Deliverables: • The Contractor will provide the students with written feedback on their weekly written assignments. Period of Performance: • This award will begin March 2011 through March 2012 and will have four (4) additional option years. Budgeting requirements: • The Contractor will include all teaching materials, in-class lectures and remote learning component. Industry Classification (NAICS) Code is 611710, Educational Support Services, size standard in dollars $7.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) ad the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-48 (January 31, 2011). This is a total small business set-aside. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by February 15, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
