Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Sciences, intends to award a sole source contract to Cayman Chemicals, 1180 East Ellsworth Road, Ann Arbor, MI 48108 for the purchase of deuterated internal standards: α-Linolenic Acid-d14 (300mg), Palmitoleic Acid-d14, Arachidonic Acid-d18 (800mg) and Arachidonic Acid-d8 (400 mg) for the identification and analysis of trans fatty acids in human plasma. These deuterated internal standards will increase selectivity and sensitivity of the compounds to be measured in NHANES population samples. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 325199, All Other Basic Organic Chemical Manufacturing. The period of performance for this procurement is 3 months. Cayman Chemicals is the only certified source able to provide the deuterated isotopes needed within the required time (less than four months) and with the specified purity. Other companies could only offer Carbon-13 stable isotope internal standards. Other vendors were contacted but they were unable to provide us with the specific time and compound requirements. When compared to others, Cayman Chemicals offered the required deuterated standards as needed. The other vendors were only able to synthesize C13 standards instead of the deuterated standards; α-Linolenic Acid-d14, Palmitoleic Acid-d14, and Arachidonic Acid-d18, needed to identify specific analytes for the Trans Fatty Acid Project. C13 standards are not suitable for obtaining the most accurate results in the identification and selectivity for certain analytes. Additionally, using other internal standards will decrease the method sensitivity and would require that the method be characterized all over again. This would require additional delays for several months and the use of very expensive and valuable blood plasma. Deuterated isotope standards for fatty acids require that they be provided within the specified time and at the required specifications. The manufacturing of such compounds is a very complicated process which requires a highly skilled synthetic chemist to make these compounds. Most of the companies contacted were unable to provide the compounds in a timely manner (greater than three months) because they did not have the analytical capabilities. These compounds (materials) are urgently needed and will allow for the use of α-Linolenic Acid, Palmitoleic Acid, and Arachidonic Acid in plasma as part of our commitment to determining the amount of trans fatty acids in NHANES samples from US population. Also, only deuterated compounds can be used for these compounds because they are more structurally similar to the corresponding trans fatty acids being quantitated for our chemical analysis. Therefore acquisition of the requested deuterated compounds will allow for more sensitivity and selectivity and continuity of ongoing CDC NHANES biomonitoring project activities. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Cayman Chemicals. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3cdc.gov with the solicitation number 2011-Q-13219 referenced in the subject line NO LATER THAN February 26, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
