- Department of the Army, intends to award a sole source for a commercial purchase Company Inc of construction estimators and square foot estimators software to the R S Means Company. RS Means Cost information is copyrighted information and solely owned by RS Means Company INC and is the only responsible sources to provide the type product that will satisfy the agency requirements. This product is considered as a major system consisting as highly specialized equipment. This sole source acquisition meets the conditions of FAR 6.302-1(ii) and is not a request for competitive quotes; however, all interested parties who believe they can meet the requirements can submit related documentation. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received at least (5) days after the publication of this special notice, the contract will be awarded without further notice. The North American Industry Classification System Code (NAICS) is 541511 and the SBA size standard is $23M.
