- Description
- Contractor shall furnish all personnel, equipment, tools, materials, supervision and other items and services necessary to design, manage, and accomplish a broad range of maintenance, repair, alteration, demolition, and/or new construction work at Grand Forks Air Force Base, North Dakota and Cavalier Air Force Station, North Dakota. This is a COMPETITIVE, SMALL BUSINESS ADMINISTRATION 8(a) PROGRAM acquisition; competition limited to eligible 8(a) firms in the Small Business Administration (SBA) Region VIII (North Dakota, South Dakota, Utah, Wyoming, Colorado, and Montana) plus the state of Minnesota. The government anticipates the award of a Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) SABER (Simplified Acquisition of Base Engineering Requirements) contract. The SABER contract provides a streamlined means to complete a broad range of maintenance, repair, and construction projects estimated between $2,000 and $750,000 with minimal design. The government will award construction projects through issuance of tasks orders (TO) against the SABER contract on an as needed basis. Projects will include tasks in a variety of trades including, but not limited to, site work, concrete, repairing interior and exterior finishes, special construction, roofing, electrical systems, masonry, metals, thermal and moisture protection, doors, locks, windows, carpet, mechanical, electrical, and abatement of hazardous material utilizing WinEst Pro Plus software and R.S. Means pricing criteria. The contractor shall be required to provide and maintain a management office located in a designated area on Grand Forks Air Force Base. The performance period of the contract shall consist of a base period and four individual option years (12 months each), for a potential of five years. The NAICS code for this acquisition is 236220, with a size standard of $33.5 Million, however all construction NAICS under 236, 237, and 238 may be utilized. The guaranteed minimum is for the base year only and will be $50,000, which will be awarded at the time of contract award. MAGNITUDE OF CONSTRUCTION is more than $10,000,000. The expected maximum amount of the contract will be $25 Million estimated at $5 Million per year. Prime contractors must be capable of securing bonding in the amount of at least $2,500,000 and potentially as much as $5,000,000 during a one-year period. Projects will be funded by appropriated/non-appropriated funds on individual tasks orders. FY11 funding is reserved for the seed project, JFSD200143P1, Repair Base Radio Area - Comm Sq B314. Contract award will be based on best value source selection procedures described in FAR Part 15.3 and AFFARS 5315.3. Evaluation factors will be set forth in Sections L & M of the solicitation. There will be no paper copies of the solicitation distributed; all solicitation information/documentation will be obtained through the www.fbo.gov website; interested parties should register to receive notifications and should register as a interested contractor via www.fbo.gov website. Once the solicitation is issued, it is the responsibility of the interested parties to review the web site frequently for any updates of amendments. Offerors must have active Online Representation and Certification (ORCA). The ORCA website is https://orca.bpn.gov. This solicitation will only be available by downloading the solicitation at http://www.fedbizopps.gov. Any prospective contractor must be currently registered in the Central Contractor Registration (CCR) database in order to be eligible for award and must be determined eligible for award by the SBA. This is a set-aside requirement, therefore foreign contractors will not be permitted to participate at the prime contractor level. The issue date of the solicitation is on or about 15 March 2011, with an estimated 30 calendar day response period. Pre-proposal conference and site visit information will be provided in the solicitation package. Prime contractors, subcontractors and/or suppliers are highly encouraged to attend the pre-proposal conference/site visit. There will be no public bid opening. This notice does not obligate the government to award a contract nor does it obligate the government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. Responses to this notice and/or the Request for Proposal will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
