- COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation, for Physical Fitness Facilities Membership services in accordance with FAR Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the ONLY solicitation, and no other solicitation will be issued. (ii) This solicitation is issued as a Request for Proposal (RFP) Number HSBP1011Q000049. This number is for tracking purposes only. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 48CFR Chapter 1. Proposals received based on this solicitation will be processed in accordance with FAR Part 12.and 13. (iv) The North American Classification System code is 713940 and the Small Business size standard is $7 million. REQUIREMENT: The U.S. Department of Homeland Security, Customs and Border Protection (CBP), intends to issue a firm-fixed-price Purchase Order type Contract with an award term of one base year with a one-year option period. The contractor shall provide physical fitness facilities for CBP uniformed service personnel assigned to the Office of Technology Innovation and Acquisition (OTIA), civilian OTIA personnel, and civilian Procurement Directorate personnel (Crystal City Area Only) at 1901 South Bell Street, Arlington, VA 22202. 2.0. SCOPE: The government anticipates purchasing: 100 memberships for OTIA civilians, Procurement Directorate civilians, and CBP uniformed service personnel, over the duration of two years, with an option to expand the contract up to 300 memberships based on demand and growing workforce. 3.0. SPECIFICATIONS 3.1. The contractor shall provide unlimited access to physical fitness facilities, qualified instructors, formal health programs and services. The facility shall be easily accessible by employees before and after duty hours and during the normal business day. The facility shall be within reasonable walking distance (1 mile) of 1901 South Bell Street, Arlington, VA 22202. 3.2. The contractor shall provide a variety of exercise equipment and classes to include for example, aerobic exercise machines, weight room, pool, aerobic classes, basketball courts, towel service, sauna, cycling room, juice bar, and locker and shower facilities. 3.3. The contractor shall provide numbered, individual identification cards to members at no additional cost to the government and maintain a listing of all cards issued each month and a daily sign-in log for OTIA and Procurement Directorate personnel. 3.4. The contractor shall prepare a monthly member usage report to be provided to the Contracting Officer's Representative (COTR) or authorized point of contact NLT the 10th of the following month. 3.5. The memberships being purchased shall belong to the government (OTIA). The contractor shall propose a mechanism for verification and enrollment, and structuring and pricing of a corporate membership for OTIA and Procurement Directorate. 3.6. Termination/Transfer. Participant memberships may be terminated upon a 30 day written notice with the termination effective at the end of the following full calendar month. Any change in the number of personnel will be processed on the basis as a modification to the contract. The OTIA reserves the right to terminate memberships due to lack of participation by giving a two week notice to the contractor with the cancellation being effective at the end of that calendar month. (ix) FAR 52.212-2 Evaluation-Commercial Items (JAN 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Facility amenities (Physical location, accessibility in terms of distance to 1901 South Bell Street, Arlington VA 22202 in accordance above Statement of Work. (2) quality of service (IAW above SOW) (3) price/reasonableness (IAW Schedule B, Contract Line Items as shown above) Relative importance of evaluation criteria: "Facility amenities" is more important than "quality of service" and "price". "Quality of service" is less important than "facility amenities" but more significant than "price". "Price" is less important than "facility amenities". "Facility amenities" and "quality of services", when combined, is significantly more important than "price". When "facility amenities" and "quality of services" are equal, "price" will become the determining factor. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (End of Clause) FAR 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within _30 days_. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 24 months.
