- Sources Sought Information Request THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. Market research is being conducted to determine if there are SMALL BUSINESSES with the capabilities and experience to perform certain work. The information provided will be used to determine whether to issue the proposed solicitation as a competitive set-aside or whether to issue as full and open competition (unrestricted). The information provided will not be disclosed out of the agency and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Submission of any information in response to this sources sought notice is completely voluntary. ALL INTERESTED PARTIES are invited to submit a Capabilities Statement. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. The extent of the work will be described in the solicitation which may soon follow. PROJECT INFORMATION: The U.S. Department of Labor (DOL) is seeking qualified Small Business Architecture and Engineering firms for a project at the Alaska Job Corps Center in Palmer, Alaska. This project involves A/E design and construction administration services for a new vocational building at the Alaska Job Corps Center located in Palmer, Alaska. The new vocational annex building will be a single-story, approximately 5,900 gross square foot building, including miscellaneous related site improvements, such as general landscaping, roads, parking, drainage, connection to all utility lines and site/security lighting. The required design shall comply with identified and targeted standards (prerequisites and credits) established by the Leadership in Energy and Environmental Design (LEED) rating system and, shall achieve a minimum number of LEED point requirements sufficient to achieve a LEED NC 2009 Certified level, although certification with The Green Building Certification Institute (GBCI) is not required on this project. The A/E will provide a design based on the program requirements outlined in the Scope of Work. WHO MAY RESPOND: Interest in this Sources Sought announcement is open to Certified Small Business Contractors, relative to the primary NAICS code 541330 with a Small Business size standard of $4.5 million dollars. Following review of the responses to this notice, and if the Government still plans to proceed with an acquisition, the Government will develop an acquisition strategy to determine whether the solicitation for this project will be issued as a set aside or unrestricted. All interested A/E firms shall be registered via the CCR internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. SUBMISSION REQUIREMENTS: All interested A/E firms shall submit a Capabilities Statement to include, but not limited to: the vendor’s DUNS number; a minimum of three (3) but no more than five (5) projects completed within the last five years that are relevant to the work as required within this notice; and a valid point of contact for each project listed within a limit of no more than five (5) pages (as a Capabilities Statement).
