Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items, as supplemented with additional information included in this notice. Solicitation number N00167-11-T-0035 applies and is hereby issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. This announcement constitutes the only solicitation and quotes/proposals are being requested. The applicable North American Industry Classification System (NAICS) Code is 334516 with the size standard of 500 employees. The small business set-aside has been dissolved. A firm-fixed price contract is anticipated. The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 6160, requires support services to maintain and repair a Physical Electronics 5400 X-ray Photoelectron Spectrometer for a period of one (1) year. To fulfill this requirement NSWCCD intends to negotiate a non-competitive procurement with Physical Electronics located in Chanhassen, MN 55317. Physical Electronics is the original equipment manufacturer and possess the proprietary parts and software required for maintenance and repair of the equipment. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources submitting proposals within 7 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See the attached solicitation document N00167-11-T-0035 for requirements, clauses and provisions applicable to this solicitation. SUBMISSION OF OFFERS: Quotes can be submitted by returning a completed copy of the attached solicitation document N00167-11-T-0035, or by submitting a quote on company letterhead stationery, or as otherwise specified in the solicitation. To be considered for award, an offer must provide at the minimum, the following information : (1) The solicitation number. (2) The time specified in the solicitation for receipt of offers. (3) Company name, address, and telephone number. (4) An ACTIVE Central Contractor Registration (CCR) CAGE and DUNS number. (5) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. (6) Terms of any express warranty. (7) Price and any discount terms. (8) Lead time for delivery. (9) A completed copy of the representations and certifications at FAR 52.212-3(ALT I), or a statement that representations and certifications are on file with the ORCA - Online Representations and Certifications internet website, https://orca.bpn.gov.(10) Acknowledgment of Solicitation Amendments. (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. All contractors and individuals doing business with the Federal Government must be registered at the Contractor Central Registration Database (CCR) to be considered for award. (8am - 8pm Eastern Time) 866-606-8220 or 334-206-7828. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. If a change occurs in this requirement, only offers received within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
