Description
1) Type of Notification: Sources Sought (FBO) This is a sources sought synopsis only, (not a pre-solicitation notice pursuant to FAR Part 5). The purpose of this notice is to gain knowledge of potential qualified sources. Responses to this notice shall include the following: (a) company name or individual physician name (b) address, (c) point of contact, (d) "number of employees" as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (e) the amount of "annual receipts" as defined by the FAR part 19. In addition, the respondent must provide a capability statement that addresses the organization's qualifications and ability to perform as a prime contractor the work described below. 2) Description: Personal Services (On-Call Pediatric Surgeon) The following is a brief summary of the primary duties that the On-Call Pediatric Surgeon must perform. This list is not all inclusive: This is a full time position. Locations listed in paragraph 5. The On-Call Pediatric Surgeon provides pediatric surgery consultation, operative care and ongoing inpatient care to eligible pediatric patients. Provides technical oversight to surgery residents, pediatric residents, students and nursing personnel in the delivery of care to pediatric surgery patients. Responsible for daily evaluation and clinical management decisions for patients based on the evaluation of patients during rounds. Provides acute and chronic inpatient medical care for pediatric and adolescent pre and post-operative pediatric surgery patients who are on the pediatric surgery service or consult service and not temporarily transferred to an adult surgeon provider. Oversees consultations made by the surgical resident for the pediatric surgeon provider. Provides immediate evaluation and management of emergent problems as they occur. Writes patient progress notes in Subjective Objective Assessment Plan (SOAP) format at appropriate intervals as determined by the hospital executive committee. Provides and documents history, physical examinations, required or recommended laboratory and imaging examinations and diagnoses in the medical record and the government computer system. Such procedures shall be completed prior to the performance of any treatment; however, when it is deemed necessary to save life, limb, or vision through emergency treatment, these procedures shall be accomplished as soon as possible after treatment. Acts as a consultant to the Emergency department, Neonatal Intensive Care Unit (NICU), Pediatric Intensive Care Unit (PICU), pediatrics clinic and pediatric floor at the MTF. Accepts calls from outlying facilities and helps arrange appropriate transfer to and from the MTF. The HCP shall maintain a pager in the "on" position at all times during duration of coverage. Patients who require surgery will be taken to the Operating Room (OR) in a timely fashion and cared for by the HCP at the MTF. If a service is unavailable at the MTF (e.g. pediatric anesthesiology, pediatric radiology or pediatric cardiothoracic surgery), then arrangements shall be made to transfer the patient appropriately. The HCP shall explain treatment procedures to patients and their families, instruct patients about medication and special diets, and coordinate patient care information with other health care providers and facilities. Ensure all information is entered in the patients' medical records and updates medical records as needed. Shall comply with insurance measures under The Health Insurance Portability and Accountability Act (HIPPA) of 1996. 3) Hours of Performance: This is an on-call requirement. The HCP shall function as the primary attending for all MTF pediatric surgery in-patients who have not been assigned to a general surgeon. The HCP shall manage and care for these patients and provide oversight to the surgery residents. The HCP shall also be the primary consultant to the pediatric floor, Emergency Department, NICU, PICU, and trauma service. Coverage hours for weekdays are 24 hours a day until the government-designated representative is present to take over the service. Coverage hours for weekend service are 1700 Friday night through 0700 Monday morning. The HCP shall make verbal contact on patient status with government-designated representative by 0700Monday morning. Provide documentation/records of units worked through Wide Area Work Flow (WAWF). Upon receipt of the Government's initial page to the on-call HCP, the HCP shall reply telephonically within fifteen (15) minutes and shall be required to report to the MTF within forty-five (45) minutes of notification, if required. On-call hours do not include travel time involved in reaching the MTF. Estimated Number Total of Shifts Required. Not to exceed one hundred and eight (108) 24-hour periods per year. Schedules will be set at least four weeks in advance. However, from time to time unforeseen coverage requirements will arise and the HCP shall provide coverage at no additional cost. 4) Qualifications: License and Certification Verification. The HCP/ Contractor must possess and maintain an active current; valid; and unrestricted license from a US jurisdiction before practicing independently within the defined scope of practice for their specialty. License and Certification shall be specified for each Specialty (Refer AFI-44-119). The HCP shall have and maintain a current Basic Life Support (BLS) certification and Advanced Trauma Life Support (ATLS). Experience. Shall be a surgeon whose practice is devoted entirely to Pediatric Surgery except as may be required by emergency care or special circumstances. The HCP shall meet the following skills and knowledge requirements: Have completed a Pediatric Surgery Fellowship at an Accreditation Council for Graduate Medical Education approved training program and be eligible for certification of certified be the American Board of Surgery. 5) Place of Performance: These services would be performed at Wilford Hall Medical Center and/or military installations in San Antonio, TX. This survey is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid nor Request for Proposal, and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Large and small businesses are encouraged to participate in this survey. In the event a prospective vendor is selected for an award, the selected vendor must be registered in the Central Contractor Registration at www.ccr.gov.
