Description
THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. This notice is for planning purposes only and DOES NOT COMMIT the U.S. Government to provide compensation for information requested nor does it commit the U.S. Government to issue a solicitation or award a contract. This notice does not provide any direction nor does it change any contractual obligations to sources currently under contract with the U.S. Government. The U.S. Government requires continued performance of SABER requirements in support of the 75 Air Base Wing/Civil Engineering Group and intends to extend the current SABER Contracts F42650-03-D-0010 and F42650-03-D-0011 on or around 20 February 2011 in accordance with FAR Clause 52.217-8--Option to Extend Services and DFARS 217.204, at the rates specified in the current contracts. Scope: SABER projects will be in support of real property maintenance, repair, alteration, and new construction. The contractor shall be required to maintain a management office on Hill AFB, in order to receive, accomplish, and manage individual work requirements. All work shall be in conformance with the requirements of the existing contracts including, but not limited to, furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management, and other services (including engineering/technical design support), items, and incidentals necessary for the successful completion of any issued task order. Background: The SABER contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for design and construction efforts. It is a Firm Fixed Price (FFP) contract with a base period and seven option periods. The current ordering period for the SABER contracts expires on 20 March 2011 and 30 March 2011. The U.S. Government intends to extend the ordering period of both contracts for six months in accordance with FAR Clause 52.217-8 and DFARS 217.204 on or around 20 February 2011. This sources sought notice is for the six month extension ONLY. A source selection for a follow-on SABER contract is on-going and is estimated to be completed by November 2011. Contract Requirements: These requirements must be met and in place by 20 February 2011 and will be for a six month period of time only. The contractor must be able to obtain base entry access badges, flight line driver license, and multiple controlled area badges, for Hill AFB and other associated sites including Little Mountain Test Annex and Utah Test and Training Range, in Utah and Wyoming. Each individual request for entry to a secure or restricted area must be able to pass a security background check. Various training must also be completed i.e. security training, explosive training, and burn permit training. The contractor will be required to furnish the 4Clicks Solutions estimating system, including any applicable setup and training for Government and contractor use related to the SABER program. The contractor will also be required to furnish cell phones for Government and contractor use related to the SABER program. The contractor will be required to provide performance and payment bonds for $10-30 million at any given time. Instructions to Interested Sources: This sources sought notice is for the six month extension only and is to inform any interested sources of the U.S. Government's intent to extend the current SABER contracts. Any interested sources should submit a response to the U.S. Government Contracting Primary Point of Contact listed below no later than 10am MST on 16 February 2011. Include a statement of interest and a brief company profile highlighting relevant experience and qualifications relating to the capability to accomplish the specified work requirements. Note any prior experience with U.S. Government contracts. Responses should be limited to 10 pages. Any information provided to the U.S. Government in response to this synopsis is for planning purposes only and will not be used as a selection consideration factor in this or any other U.S. Government contract competition.
