Description
The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled, Ice Harbor Transformer T6 Installation. The work is located at Ice Harbor Dam in Franklin County, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is between $1,000,000 and $5,000,000. 100% Performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237130 and the associated small business size standard is $33,500,000.00. This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please provide the following: 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4) A statement of your firm's bonding capacity. 5) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), small business). Your response to this notice must be received, in writing, on or before 4:00PM (local time) on February 22, 2011. DESCRIPTION OF WORK: Work is to move the existing T6 transformer into long term storage, and install 1 new 115 KV three phase transformer (purchased under a separate contract) at Ice Harbor Dam. Before the existing transformer can be moved into long term storage, a storage and containment concrete pad must be placed. The placement of this pad will be adjacent to the Runner Storage Building downstream from the dam. Prior to movement, the contractor will be required to empty the oil from the existing transformer. After the existing transformer has been moved to the new storage containment pad, the contractor will be required to process and clean the oil. The contractor will then use the processed oil to refill the existing transformer at the long term storage location. The movement of the existing transformer will occur in August/September of 2011. The installation of the new transformer will occur in October/November of 2011. Work will also include the following: 1. Electrical a. Removal of existing transformer at Bank T6. b. Removal of electrical components supporting the existing transformer. c. New transformer low-voltage connections; high-voltage connections; high-voltage neutral connections; external wiring/cabling interconnections, conduit, cable routing, and switchboard panel interconnection details; alarm and annunciation interface; and GDACS interface. d. Interconnection of on-line monitoring system and digital temperature monitoring system. e. Modification of the high voltage bus connections. f. Installation of electrical components for support of the new transformer. g. Installation of electrical components for support of the existing transformer at the storage location. 2. Mechanical a. Removal of existing deluge system in transformer vault to allow removal of existing transformer. b. Minor modifications to the existing deluge system for new transformer. c. Oil handling and spill prevention measures for the existing transformer. d. Oil processing and cleaning for the existing transformer. e. Moving existing transformer to long term storage. f. Modification of the high voltage bus. 3. Structural a. Install new long term storage concrete pad. b. Install new seismic/anchoring system for the new transformer. c. Install new seismic/anchoring system for the existing transformer at the storage location. d. Oil retention curbing and transformer vault wall repair for the new transformer.
