- POSITON VACANCY - SR. TECHNICAL ADVISOR FOR HIV/AIDS PREVENTION PROGRAMMING The Senior HIV/AIDS Prevention Advisor will provide overall strategic technical and management leadership and coordination for USG inter-agency partners, development partners, all levels of government, private sector and civil society technical organizations in support of the PEPFAR partnership between the USG and GOT. The Advisor must have substantial experience and skills as a strategic thinker and analyst and be a proactive technical leader. The Advisor must also have proven skills in complex program planning, management and implementations well as ability to communicate and advocate effectively among USG agencies, development partners and host country governments. S/he will be a recognized prevention expert in the field of HIV/AIDS and will perform a full range of consultative, advisory, program planning, program negotiation, financial management, results reporting, and monitoring and evaluation functions. The Advisor will be responsible for providing direction, management, technical assistance and oversight to a complex portfolio of HIV/AIDS prevention. S/he will be responsible for the overall strategic direction, relevance, coverage and quality of prevention program activities, ensuring strong coordination and complementarity with other relevant USG and development partner-funded programs in Tanzania. S/he will serve as the team leader for all prevention activities and as such, will need strong technical, design, planning, design, implementation, negotiation and evaluation skills. The incumbent will be responsible for ensuring that state-of-the-art gender and stigma programming is effectively incorporated across the USG portfolio. The Advisor will have direct supervision of two Foreign Service National professionals and one professional Global Health Fellow (US). S/he will be responsible for day-today mentoring and the preparation and submission of annual Performamance Evaluation Forms for all employees under his/her direct supervision. Under the direct supervision of the HIV/AIDS Team Leader, the Advisor will spearhead prevention activities and provide day-to-day program management and oversight for specific HIV/AIDS prevention activities and cross-cutting, multi-sectoral approaches. S/he will facilitate communication and maintain collaborative working relationships with mid to senior level GOT officials, technical advisors in other USG agencies, development partners and private and civil society organizations working in HIV/AIDS. The Advisor will focus heavily on building a strong and comprehensive combination-prevention program and on ensuring greater HIV/AIDS program integration at the service delivery point. In a complex inter-agency planning, budgeting and coordination environment, the Advisor will be responsible for establishing and maintaining highly collaborative relationships.
