- This is a sole source synopsis for the acquisition of strategic planning consulting services in support of the Defense Advanced Research Projects Agency (DARPA). In accordance with the authority at FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements", DARPA intends to negotiate a sole-source contract to acquire strategic planning consulting services from Kathleen L. Harger, sole proprietor. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. The Defense Advanced Research Projects Agency (DARPA), Arlington, Virginia, intends to negotiate a sole-source contract to acquire strategic planning consulting services from Kathleen L. Harger, sole proprietor. Utilizing past experience in which Ms. Harger conducted a unique, one-time initiative for USD AT&L that focused on the barriers to technology transition across the Defense Department, coupled with the knowledge gained through her work with DARPA's Adaptive Execution Office (AEO) to establish performance metrics for transition MOUs (Memorandum of Understanding) with the Military Services, Ms. Harger will provide strategic planning consulting services to DARPA's Special Assistant for Strategic Analysis and Roadmapping. The procurement is a sole source to Kathleen L. Harger because she possesses a specific, unmatched perspective on and experience with the challenges and mechanisms of Science and Technology transitions in the Department of Defense that is needed for this effort. Delivery dates: February 2011 to August 2011 Delivery location: 3701 N. Fairfax Drive, Arlington, VA 22203 All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
