- The Naval Inventory Control Point and Naval Post Graduate School are requesting a quote to provide Academic Red Hat Renewal for the Naval Postgraduate School CA. Per Schedule of Supplies/Services. This acquisition is being conducted in accordance with FAR 13. This procurement is brand name (Red Hat) and only vendors that are authorized to offer Academic Edition of Red Hat will be considered for award. Acquisition Timeline: Vendor Quotes due by: Close of Business, Wednesday, February 16, 2011 Award issued on or before: February 25, 2011 Brand Name Justification: This requirement is for a Renew of existing Red Hat support ands for the NPS network. The open source model allows the best technology to win in an open environment. Open source allows an unprecedented level of sharing and access. Red Hat Linux uses a graphical installer which simplifies usage for novices. This is the operating system that is currently being used in research, teaching, and in the enterprise network environment. The investment in previous work will be lost and would need to be regenerated if another product is used. The loss of this software would negatively impact NPS ™s mission. Identification of Statutory Authority: (a) Pursuant to FAR 6.302-1(c), an acquisition that uses a brand name description or other purchase description to specify a particular brand name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition regardless of the number of sources solicited. It shall be justified and approved in accordance with FAR 6.303 and 6.304. (b) The use of a brand name description in this acquisition is essential to the Government ™s requirements, thereby precluding consideration of a product manufactured by another company. The hardware is a commercial item that has been sold, leased, or licensed to the general public.
