Description
HISTORIC PROPERTY REVIEW & ANALYSIS The U.S. Army Corps of Engineers, Portland District, CECT-NWP-C, 333 SW 1st Avenue, Portland, Oregon 97204 intends to issue a Request for Quotation No. W9127N-11-Q-0024. To provide analysis of potential impacts to historic properties and/or cultural resources in support of the U.S. Army Corps of Engineers Regulatory Program. Work under this contract will primarily take place throughout Oregon and Southwest Washington, with possible work in other locations as may be assigned to Portland District. This announcement is open only to small businesses. This purchase order is primarily for historic properties analysis in support of CENWP mission. A professional archeologist meeting all license requirements to perform work within the States of Oregon and Washington requiring access to the State Historic Preservation Officer's (SHPO's) and/or Washington Department of Archaeology and Historic Preservation (DAHP's) databases to assess the presence or absence of historic properties within a pre-defined permit-area as determined by the appropriate Regulatory Project Manager. Under the Secretary of Interior Guidelines for professional archaeologists or the Oregon and Washington state laws that establish requirements (Department of Interior, National Park Service, Secretary of the Interior standards and Guidelines for Archaeology and Historic Preservation: Federal Register Volume 90 #140: 44716; qualified archaeologists are defined in ORS 390.235(6)(b): and RCW 27.53.030). Upon review, the Contractor shall provide a summary of analysis in support of a previously determined effects determination. Archeologist will have a 15-day suspense from date of receipt of a new request to provide analysis to respective Project Managers. SELECTION CRITERIA: Selection criteria for this procurement will be based upon the following non-price factors that will be of equal importance to each other: a) Professional Qualifications of key personnel to be assigned to this contract will be evaluated, taking into consideration education, professional registration and/or licensure, and longevity of relevant experience. The following disciplines will be evaluated: Professional Archeologist, Project Manager. b) Past Performance. Past performance on Government and private industry contracts with respect to cost control, quality of work, and compliance with performance schedules. c) Capacity and Management. The capacity to perform multiple task orders concurrently in the required time, flexibility to add resources when required, and strength of project management to include communications, project tracking, and issue resolution will be clearly documented. d) Knowledge of Locality. Knowledge of Portland District regional geographic area to ensure knowledge of local site conditions and ability to ensure timely response to unanticipated requests for on-site support. e) Volume of DOD Work. In the event of a tie, the volume of DOD contract awards within the last 12 months will be evaluated. f) Geographical Proximity. In the event of a tie, the general proximity of firm with regard to the Portland District when compared to the proximity of other submitters will be evaluated. ADMINISTRATIVE. Solicitation will be issued on or about 24 February 2011 with a tentative due date of March 29, 2011. This procurement is 100% set aside for small business concerns. The NAICS Code is 712120 and the small business size standard is 7 million. In addition, in order to do business with the Department of Defense contractors must enroll on the Central Contracting Register (CCR) www.ccr.gov.
