Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science, intends to award a sole source contract to IsoSciences, 386 Maiden Lane, King of Prussia, PA 19406 for the purchase of carbon-13 stable isotope internal standards Eicosa5-8-11-14-17 pentaenoic acid [2H5], EPA-2H5] and docosa-4-7-10-13-16-19-hexaenoic acid [2H5], DHA-2H5] to be used in the analysis of human plasma. These internal standards are used in measuring the amount of trans fatty acids in NHANES population samples for CDC biomonitoring and epidemiological studies. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 325199, All Other Basic Organic Chemical Manufacturing. The period of performance for this procurement is 4 months. IsoSciences is the only company able to synthesize the required standards needed for the tFA project within the required time (less than three months) and with the specified purity. Other vendors were contacted, but they were unable to provide us with the specific time and compound specificity requirements. The program requires the use of the C13 stable isotopes only. The stable isotopes were offered only as deuterated isotopes, by other vendors who were not able to synthesize C13 standards instead. Deuterated standards are not suitable for obtaining the most accurate results. Additionally, using other internal standards will decrease the method sensitivity and would require that the method be characterized all over again. This would require additional delays for several months and the use of very expensive and valuable blood plasma. IsoSciences is the only vendor able to provide the compounds in a timely manner. C13 stable isotope standards for fatty acids require that they be custom made within the specified time and at the required purity level. The manufacturing of such compounds is a very complicated process which requires a highly skilled synthetic chemist to make these compounds. The compounds (materials) {Eicosa-5-8-11-14-17-pentaenoic acid-[2H5], EPA-2H5] and docosa-4-7-10-13-16-19-hexaenoic acid [2H5], DHA-2H5] } are urgently needed and will allow for the determination of measurable analytes in plasma as part of our commitment to determining the amount of trans fatty acids in NHANES assays from the US population. Also, only C13 compounds can be used for this project for specific analytes because they are more structurally similar to the corresponding trans fatty acids being quantitated for our chemical analysis. This laboratory currently uses C13 stable isotope internal standards from IsoSciences. Therefore C13 stable isotopes will allow for more sensitivity and selectivity and continuity of biomonitoring project activities. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to IsoSciences. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 2011-Q-13218 referenced in the subject line NO LATER THAN February 24, 2011.
