Description
Request for Information (RFI) Market Research for additional quantities of the FBCB2 disk drive duplicator systems Purpose The purpose of the RFI is to conduct market research to gain knowledge and help the US Government understand the available commercial solutions to satisfy the DoD hard disk drive duplicating/purge requirements and estimates of what such items might cost. Background The Project Manager (PM) Force XXI Battle Command Brigade and Below (FBCB2) Blue Force Tracking (BFT) Product Office is seeking sources for the procurement of hard disk drive duplicators/purgers during the year 2011 and beyond to support PM FBCB2 BFT operations worldwide. FBCB2 BFT is a networked command and control system installed in US Army and Marine Corps tactical vehicles. FBCB2 BFT platforms use commercial hard drives (solid state and rotating) to hold data for increased awareness and understanding of current battlefield tactical situations. The quantity of hard disk drive duplicators within the FBCB2 BFT worldwide is now over 800. The PM seeks to procure additional hard disk drive duplicators/purgers using a single award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government intends to make an initial purchase of approximately 100 hard disk duplicators. Additional purchases may be made based upon future requirements. The Army wants to add additional hard disk drive duplicators/purgers to their current inventory with improved duplication equipment that provides an order of magnitude improvement in duplication speed, accuracy, and ease of use. Purge shall use DOD-approved methods. * 110VAC powered system. * Duplicator that copies a MASTER hard drive to any combination of 1 to 5 or more TARGET drives simultaneously. * Duplicator to perform MIRROR copy and SMART copy (MIRROR copy is duplicated exactly, sector-by-sector. SMART copy is a fast copy and copies only the data on a partition from the source to target drives, which greatly reduces the time required to duplicate disks.) * Automatically formats and partitions TARGET drives during duplication process. * Automatically de-fragments TARGET(S) during duplication process. * Supports PATA, SATA and solid-state (w/IDE interface) drives. * Duplicator shall copy Army's Secure Mission Data Loader (SMDL), a USB thumb drive device, to another similar SMDL or to a TARGET hard drive(s). * Database report availability. * Free software upgrades available/downloadable from vendor's Web site. The goal is to have a system that is continuously flexible and scalable as future hard disk drives are introduced into the FBCB2 Platform. Reliability, ease of use, and affordability should be addressed. Responses No contract will be awarded as a result of this RFI. The Government will not pay for costs associated with developing a response to this RFI. No other information is available to respondents. This is a market survey requesting information only. The submission of this information is for planning purposes and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. Requested Information At a minimum vendor shall: 1. Tell us about your organization and its capabilities, including maximum production capability for order placement, to meet PM FBCB2 BFT objectives. 2. Include cost of individual duplicator/purger and cost per 100. 3. Explain how you support your systems, including identification of suppliers used. Explain support service agreements associated with your hard disk drive duplicator/purge product. Provide all warranty information. 4. Cite any DoD or Federal organizations/programs and associated contract numbers that are currently using your hard disk drive duplicator/purge product(s). 5. Vendor shall include statement specifying if a sample of their product can be loaned to the Government for up to 60 days to conduct government run duplication/purge testing. 6. Include any other information that you feel will help DoD understand your hard disk drive duplicator/purge product. Submission: Submissions are due not later than 24 February 2011 and shall be no more than five (5) pages, excluding cover sheet, single-spaced, 8.5 x 11 paper, 1 inch margin, no smaller than 12 point type, and compatible with MS Office Word or Adobe PDF format. The 5 page limit shall include all attachments. The PM FBCB2 is only seeking sources for market research at this time to determine availability of commercial capabilities in the described areas. Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. The Government will not pay for any materials provided in response to this RFI or any follow-up information requests. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. Sources that are interested in providing the Army with the resources identified above are requested to submit their information to Mr. David Peters at the Office of the Project Manager for FBCB2 BFT via e-mail: david.j.peters@us.army.mil.
