Description
Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation PR-R5-11-00234 Solicitation number PR-R5-11-00234 is being issued as a Request for Quotations (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48. All responses from responsible small businesses will be fully considered. Set-aside Status The U.S. Environmental Protection Agency intends to solicit and award a firm-fixed price purchase order under Federal Acquisition Regulation (FAR) 13. This solicitation is a total small business set-aside. The North American Industry Classification System (NAICS) code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables US with a standard of 500 employees. Requirement Description One box corer for use on Research Vessel, Lake Guardian. The box corer must meet the following: -Removable sample box -High quality stainless steel box, with one side a high grade plexiglass to allow for visual inspection of entire core and sediment-water interface prior to subsampling -High quality stainless steel spades rotators (or shovels) Double spade (or shovel) closing system on the bottom of box -Single door closing system on the top of box High quality seals on the doors of the box core for an undisturbed core -Sample box must have a sample area of at least 0.1 m2, preferably square -Length of sample box must be at least 90 cm -Effective penetration depth of s-ample box must be at least 60 cm -Adjustable stops to limit penetration depth Coated slides for smooth core penetration -Lead weight mold(s) for casting and frame weights Box should allow for water flow through to minimize "bow wave" effect and disturbance of the sediment surface -Operate to a maximum depth of 500 m Sampler weight of at least 650 kilos. -High quality and durable frame to protect box corer in heavy weather and storage on ship's deck Frame must have opening at top of sufficient size to remove sub cores from box core if processed with the box in the frame -Documented ability to operate in fresh water environment All aluminum parts must be anodized or painted Delivery Name: R/V Lake Guardian Address: c/o UWM Great Lakes Water Institute, 600 E Greenfield Ave. City: Milwaukee State: WI Zip: 53204 Country: USA FOB: Destination; Delivery 60 days upon receipt of order (ARO). The following FAR clauses are applicable: FAR 52.252-2 Clauses Included by Reference FAR 52.212-4, Contract Terms and Conditions - Commercial Items The following clauses within FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition through the latest FAC: 52.204-10, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.232-33. Quoters that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. Additional Instructions and Evaluation Clearly identify a Firm Fixed Price for a single box corer identified above at "Requirement Description and Items". Ensure to include a price for shipping. Please submit commercial product information with quote and the applicable warranty provided by your company. The Government will award purchase order resulting from this RFQ to the responsible quoter whose quote, conforming to the RFQ including all technical/salient characteristics listed above, offers the best value.
