Description: THIS IS NOT A REQUEST FOR PROPOSAL. The Grand Junction Veterans Affairs' Medical Center (GJVAMC) is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience to provide A/E services for Energy Savings Irrigation Water Phase I, as contemplated by project 575-11-113. A/E services will be required to design a non-potable water pumping lagoon and a pumping station to provide lawn irrigation. Selected A/E will develop construction drawings and specifications for this project. This project is a joint use venture between GJVAMC and the City of Grand Junction (City), Colorado. The City will be providing the area for the placement of a concrete pumping lagoon. This lagoon shall be designed and built with the ability for annual silt removal. The water supplying the lagoon is provided by the City and also supplies the City's lake. The pumping station will be located on GJVAMC property with a suction line between the lagoon and pump. The pumping station shall be a roofed and enclosed structure with architecture to match the buildings of GJVAMC. Discharge capacity of the pump shall be calculated from grounds area currently being watered by the existing domestic water systems. The pump shall be energized with 208VAC, 3 phase power. A BacNet compatible control system shall be provided with the pumping system. There are currently six (6) multizone lawn sprinkler systems operating through a RAINBIRD Maxi-Com electronic control system. Each system has up to twelve watering zones. Each zone is feed from the six (6) inch domestic water loop. The design and build shall utilize the VA Master Specifications and Design Manuals/Guides as found at www.cfm.va.gov/til/spec.asp. Other codes and standards are current editions of NEC, NFPA, OSHA and IBC. The investigative services, design and the development of contract drawings for this project is anticipated to involve 120 days. Construction Period services will also be required. The estimated construction cost range for all phases of construction when combined is between $1,000,000 and $5,000,000. Site location for this project is 2121 North Avenue, Grand Junction, CO 81501. Selection criteria include in descending order of importance: (1) Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required; (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; (3) Professional capacity of the firm within a 325 mile radius of GJVAMC and within Colorado to perform work (including any specialized services) within the time limitations; (4) Past record of performance on contracts with the Department of Veterans Affairs (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located; (6) Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; (7) Inclusion of small business consultant(s). All interested firms are required to submit two (2) hard copies, and one (1) electronic copy, of the recently completed Standard Form (SF) 330 Architect-Engineer Qualifications, to the Contracting Officer shown below no later than 4:00 p.m. (Mountain Standard Time), March 10, 2011. Solicitation VA-259-11-RP-0057 has been assigned and should be referenced on all correspondence regarding this announcement. THE GOVERNMENT'S OBLIGATION FOR AWARD IS CONTINGENT UPON THE AVAILABILITY OF APPROPIATED FUNDS. AGAIN THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541310 is applicable to this acquisition and the small business size standard is considered $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract. Additionally, the offeror shall submit proof from Department of Veterans Affairs (VA) Center for Veteran's Enterprise (CVE) that they are either Verified as an SDVOSB, or have applied for Verification in accordance with VAAR 804.1102.
